Notice on the Release of the 2025 China Institute of Navigation Science and Technology Award (Standards Research Category) Application Guideline

To all relevant entities:
In accordance with the relevant provisions of the Measures for the Administration of Science and Technology Awards of the China Institute of Navigation and the annual work plan, the China Institute of Navigation(CIN) issued the “Notice on the Declaration of Maritime Science and Technology Progress Award and Maritime Technology Invention Award of China Institute of Navigation in 2025” on February 26, 2025 (see attachment). In order to further facilitate the application process for the 2025 China Institute of Navigation Science and Technology Award (Standards Research Category) (hereinafter referred to as the “Standards Award”), the following requirements and considerations are hereby announced:
I. Application Requirements
1. The application for the 2025 Standards Award shall comply with the relevant provisions concerning the Standards Research Category as stipulated in the Measures for the Administration of Science and Technology Awards of the China Institute of Navigation (available at: https://www.cinnet.cn/zh-hans/kjfw/kjjl/jltl).
2. The Standards Award recognizes individual standards, parts of standards, or series of standards that are currently valid and have been implemented for at least one year (inclusive), and have been officially published and issued. These include:
(1) International standards led by China and published by the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), the International Telecommunication Union (ITU), or other international organizations;
(2) National standards of China;
(3) Industry standards and local standards filed with the Standardization Administration of China;
(4) Group standards and enterprise standards that have been publicly declared through the National Group Standards Information Platform or the Enterprise Standards Information Public Service Platform.
3. Projects that have already received the China Navigation Science & Technology Award (Standards Research Category), including any revised editions published after the award, are not eligible for re-submission.
4. The candidate organizations and individuals listed in the application must be the drafting units and authors named in the published standard. For multi-part or series standards, the ranking shall reflect the actual contribution of each candidate.
5. If any drafting unit or author of a jointly developed standard does not take part in the current application, a written waiver must be provided.
II. Award Levels
The Standards Award has three grades: First, Second, and Third.
First Grade: Focuses on original or integrated innovation, or a major bottleneck; delivers outstanding economic, social or ecological benefit; plays a critical role in national development, health & safety, environmental protection or national interests.
Second Grade: Focuses on key generic technology; shows clear innovation; yields significant economic, social or ecological benefit; contributes greatly to national development, health & safety, environmental protection or national interests.
Third Grade: Covers product, service, process or management innovation; displays noticeable innovation; brings considerable economic, social or ecological benefit; provides material support to national development, health & safety, environmental protection or national interests.
III. How to Apply
Register at the CINNET Sci-Tech Service System (http://kjfw.cinnet.cn), complete the form under “Standards Research Category 2025,” and upload the required documents as instructed on-screen.
IV. Time Arrangement
The submission deadline for the 2025 China Institute of Navigation Science and Technology Award (Standards Research Category) is November 7, 2025. All applicants are requested to prepare their application materials carefully and plan their schedules accordingly.
