Notice on Conducting Evaluations for Maritime Science Education Bases with 5-Year Designation Periods

To All Maritime Science Education Bases Certified by the China Institute of Navigation:

In accordance with the annual work plan of CIN and the provisions of the "Management Measures for CIN Maritime Science Education Bases" (CIN [2021] No. 53) (abbreviated "Measures"), a reassessment will be conducted for all bases that have reached their 5-year designation anniversary. The key requirements are hereby notified as follows.

I. Scope of Evaluation

As of 2025, the CIN-certified Maritime Science Education Bases that have reached their 5-year designation anniversary are as follows:

      1. Crew Safety Experience Training Center (Tianjin)

      2. Maritime Technology Education Base (Tianjin)

      3. Cosco shipping Yacht Pier (Tianjin)

      4. Fujian Chuanzheng Communications College (Fuzhou)

      5. Maritime Training & Engineering Practice Center (Dalian)

      6. Qingdao Yinhai International Yacht Club Co., Ltd. (Qingdao)

II. Evaluation Criteria

      1. The enhancement of Science Outreach Capabilities, including the improvement of management systems, standardized evaluation of full-time/ part-time staff, annual planning and implementation, budget allocation and utilization, personnel training programs, and so on.

      2. The development and utilization of science outreach field and facility.

      3. Communication Platform development, including promotional channels, such as websites, apps, WeChat, Weibo, and media outreach effectiveness.

      4. The development of distinctive or high-impact public education activities.

      5. The performance of science outreach, including awards and recognitions received, the number of science outreach projects undertaken, national/industry demonstration projects designated.

III. Evaluation Process

      1. The assessment will combine expert review with on-site inspections and Q&A sessions.

      2. The assessment outcomes are classified as compliant or non-compliant. The renewed plaques and certificates will be awarded to compliant bases while the rectification notices will be issued to non-compliant ones with specified deadlines. Furthermore, bases that remain non-compliant after rectification will have their National Science Education Base accreditation revoked, with certificates and plaques recalled, and will be ineligible for reapplication for two years.

      3. The final results will be formally announced and disclosed on the CIN official websites after the review by the Executive Council.

IV. Material Requirements

     1. Submit a work summary for the past five years (no less than 2,000 words; images and promotional links may be included). The summary should consist of four parts: (1) an overview; (2) key achievements and highlights; (3) shortcomings and problems; (4) plans for improvement.  

      2. Produce a summary video based on the work summary with a duration of no more than 5 minutes, including narration. The content should cover the general overview of science education activities, major accomplishments, the team of full-time and part-time science education personnel, key activities conducted as well as funding sources and its channels, communication platforms, science-related works, and the science education base’s two-year development plan.

       3. Complete the “Self-Evaluation Form for Maritime Science Popularization Education Base of China Institute of Navigation” (attached).  

      4. Submission Deadline: Please send the work summary, summary video as well as the electronic version and scanned copy (with official seal) of the self-evaluation form to hhkp@cinnet.cn by August 31, 2025. The email subject should be formatted as “Materials of XX Maritime Science Popularization Education Base Self-Evaluation”.  

     5. Late submissions without valid justification will be deemed unqualified, resulting in revocation of the base designation and disqualification from re-application in two years.
