Notice of China Institute of Navigation on Organizing and Conducting the Nomination and Recommendation Work for the 2025 National Science and Technology Awards

To all member units:
In accordance with the requirements outlined in the "Notice of the Science and Technology Department of the Ministry of Transport on Conducting the Nomination and Recommendation Work for the 2025 National Science and Technology Awards" (hereinafter referred to as the "Notice"), we hereby notify you of the following matters regarding the organization and recommendation of nominations for the 2025 National Science and Technology Awards in the maritime field:
I. Recommendation Requirements
(1) Award Categories for Recommendation
In line with the "Notice", each member unit may recommend candidates for the National Science and Technology Progress Award, the National Technological Invention Award, and the Supreme National Science and Technology Award in the maritime field.
(2) Recommendation Quotas
Each unit is limited to recommending no more than one project for the National Technological Invention Award or the National Science and Technology Progress Award, and may recommend a maximum of one candidate for the Supreme National Science and Technology Award.
China Institute of Navigation will select outstanding candidates from among those recommended by each unit and submit them to the Ministry of Transport for further recommendation.
Recommending units must ensure that the nominated projects (or candidates) meet the formal review requirements and that they are not being nominated through any other channels. Once nominated, no withdrawal applications will be accepted.
(3) Scope of Recommendation
The nominated projects (or candidates) must comply with the relevant requirements stipulated in the "Regulations on the National Science and Technology Awards", the "Measures for the Nomination of National Science and Technology Awards", and the "Notice from the National Office for Science and Technology Awards on the Nomination Work for the 2025 National Science and Technology Awards".
For projects recommended by member units for the National Science and Technology Progress Award or the National Technological Invention Award, they should be projects that have been awarded the First Prize or above in the China Maritime Science and Technology Progress Award or Technological Invention Award since 2023.
When member units recommend candidates for the Supreme National Science and Technology Award, they should select candidates from among those who have received corresponding individual awards from China Institute of Navigation.
II. Recommendation Procedures
(1) Candidate projects are requested to fill out the nomination forms strictly in accordance with the requirements outlined in the "2025 National Science and Technology Awards Nomination Work Manual" based on the nominated award category. The content should be complete, truthful, objective, and accurate. The nomination forms and the work manual can be downloaded from the website of the National Office for Science and Technology Awards (https://www.nosta.gov.cn). Once a project (or candidate) is nominated, no important information in the nomination form, such as the project completers, shall be altered without permission.
(2) Recommending units should conduct a public announcement within their respective organizations in accordance with the requirements of the "Notice". The content of the public announcement should follow the guidelines specified in the work manual, and the duration of the announcement should be no less than 5 days. Relevant materials, including the recommended projects and nomination forms (as detailed in the "Notice"), should be submitted to the Science and Technology Service Department of China Institute of Navigation before May 26, 2025.
(3) China Institute of Navigation will select outstanding candidates to form the list of nominations for the National Science and Technology Awards of China Institute of Navigation, which will then be reported to the Ministry of Transport.
