Notice on Filling in Information Regarding International Organization Positions and Reserve Experts on CAST International Organization Data Platform

To all Professional Committees:
China Institute of Navigation is organizing all professional committees to complete the online reporting of relevant information. This effort aims to promote the active cooperation with China Association for Science and Technology (CAST) in carrying out the online reporting of information on positions held in international organizations and reserve expert candidates, to accurately promote participation in international organizations, and to better serve scientists in their deep engagement in global science and technology governance.
I. Purpose of the Work
This work aims to select professional committees that are actively engaged in international exchange and the building of international talent teams. It works to identify experts qualified to run for positions in counterpart international organizations and serve as reserve candidates for secretariat roles. Thus, it will support the Institute’s deep participation in international organization management, further enhance its level of internationalization, provide scientific data support for talent nomination decisions to international organizations, so that it may contribute to the multidimensional evaluation information for the development of a world-class institute.
II. Relevant Requirements
(1) Platform Registration
1.Login Website: https://gjzz-gj.cast.org.cn/systemManagement
2.China Institute of Navigation has already applied for accounts for each professional committee on “CAST International Organization Data Platform.” Please log in, register, and bind an administrator. Once the backend review is approved, the account will be available for used. During registration, select “Secondary Branch” as the account type, and enter the administrator’s name as the username.
(2) Requirements for Database Administrators
To ensure that the information on the data platform is comprehensive, complete, and accurate, each professional committee must designate one administrator with political integrity and a serious and responsible work attitude. Requirements are as follows:
1.The administrator has a thorough understanding of the unit’s situation regarding international organization positions and counterpart international organizations;
2.All committees update and maintain information on “CAST International Organization Data Platform” in a timely and accurate manner.
(3) Requirements for Reporting Content
1.The platform contains three modules for information entry: Institution Information, International Organizations, and Expert Information.
2.After logging in for the first time, please use the horizontal menu bar at the top of the homepage to browse the content of each module. Once familiar, you may log in to the platform directly to add or update information as needed.
3.Institute Management Module
Leave this section blank.
4.International Organizations Module. Please provide the following information for each international organization: Chinese name, English name, English abbreviation, field of study, nature (international or regional), headquarters location, date of establishment, contact information, membership type, China’s membership fee contribution status, and participation status of Hong Kong, Macao, and Taiwan, China.
All international organizations joined in the name of an institution or an individual expert must be filled in.
(1) If the international organization’s information already exists, please verify its accuracy;
(2) If the international organization’s information is not available, click “Add New International Organization” to enter the details;
(3) If there are plans to join an international organization between 2025 and 2027, click “Add Planned International Organization” to provide the information.
5. Expert Information Module
Before entering expert appointment details, ensure that the corresponding international organization’s information has been filled in; otherwise, the organization’s name cannot be linked. This module supports import and export functions—the form can be exported and distributed to experts for filling in their personal information. The following details should be provided: basic personal information, educational background, affiliation/work unit, and appointments in international organizations.
All currently serving and reserve experts (decision-making level, mid-level, and secretariat) must be reported.
(1) If information for serving or reserve experts already exists, please verify its accuracy;
(2) If information for a serving expert is missing, click “Add New Expert” to enter the details;
(3) If there are reserve experts (decision-making level, mid-level, or secretariat) planned for 2025–2027, click “Add Reserve Expert” to provide the information.
6.All forms can be saved or submitted. Clicking “Save” will automatically move the form to the drafts folder.
(IV) Other Matters
1. Submission Timeline
All specialized committees are requested to actively cooperate by registering administrator information at https://f.wps.cn/g/lIFLePW1 before August 20, 2025, and completing the platform information entry by August 22, 2025.
