Notice on Soliciting Proposals for the First Batch of Group Standards of China Institute of Navigation for the Year 2025

To all relevant units:
In order to meet the development needs of group standards in the maritime field, China Institute of Navigation implemented the "Regulations on the Administration of Group Standards" issued by the National Standardization Management Committee and the Ministry of Civil Affairs, and increased the effective supply of group standards, and is now conducting the solicitation for the first batch of group standards for the year 2025 across the entire industry, in accordance with the "Group Standard Management Measures of the China Institute of Navigation."
I. Declaration Principles
1. The proposed group standards are expected to facilitate the promotion of scientific and technological achievements in various aspects of the maritime field, including water transport, engineering, construction, services, and management, and should contribute to enhancing social, economic, and ecological benefits.
2. The proposed group standards must abide by the relevant laws and regulations, without any endurace of the conflicts with national industrial policies, and the existing national standards or industry standards.
3. The proposed group standards should aim to meet market and innovation needs, focus on new technologies, industries, business models, and paradigms, and fill the gaps in existing standards.
4. The scope of the proposed group standards includes but is not limited to navigation safety, port engineering, logistics engineering, intelligent shipping, ship machinery and electrical systems, waterway engineering, maritime remote sensing, ship design, offshore engineering, environmental protection and ecology, maritime safety support, communication and navigation, salvage and diving, marine economy, passenger and cargo transport, ship management, maritime management, crew management, and water transport management.
II. Declaration Requirements
1. Legal entities such as enterprises, institutions, and social organizations are eligible to submit proposals for standard establishment.
2. The primary drafting unit of the standard should possess the professional capabilities relevant to the content of the standard.
3. The primary drafters of the standard should have specialized technical knowledge, be familiar with standard drafting rules, and possess strong organizational coordination skills and excellent written communication abilities.
4. Collaborative proposals from multiple entities involving industry, academia, research, and application are encouraged.
5. Before submission, applicants are advised to check whether relevant standards already exist through platforms such as the "National Standard Information Public Service Platform" (available at https://std.samr.gov.cn/).
III. Submission Materials
Applicant units are requested to complete the Group Standard Project Application Form of China Institute of Navigation (see Attachment 1) and the Summary Table of the First Batch of Group Standard Projects for 2025 of China Institute of Navigation (see Attachment 2) in accordance with the attached format. Please send the complete application materials with an official seal to the contact email before April 30th.
