Notice on Organizing the Recommendation of Candidates for the Youth Talent Support Program of the China Institute of Navigation in 2024

In accordance with the requirements of the Management Measures for the Youth Talent Support Program of the China Association for Science and Technology (CAST), the Implementation Plan for the Youth Talent Support Program of the CAST Innovation and Integration Consortium of Societies, and the Management Measures for the Youth Talent Support Program of the Chinese Navigation Institute, we are now initiating the recommendation process for candidates for the Youth Talent Support Program of the China Institute of Navigation in 2024. The relevant matters are notified as follows:
I. Objectives
We aim to fully leverage the advantages of CIN 's high-level scholars and strengthen the function of discovering and recommending promising young talents. By identifying, supporting, and accelerating the cultivation of up-and-coming individuals with significant development potential, we will provide them with phased funding, mentorship, and other support to enable them to concentrate on scientific research. We strive to create a favorable environment that cares for and nurtures young scientists and technologists, guiding them to make the most of their golden period in research, fostering a solid professional foundation, and encouraging early success. Ultimately, we aim to inspire more young individuals to grow into leading maritime science and technology talents who possess both moral integrity and innovative spirit.
II. Criteria
- The candidate must be an employee of the recommending unit and an individual member of the China Institute of Navigation.
- The candidate's age must be under 32 years old (born after January 1, 1992; a two-year age relaxation may apply for females).
- The candidate should have outstanding achievements and significant development potential in navigation science and technology, particularly in key disciplines, cutting-edge technologies, emerging interdisciplinary fields, or disciplines that are urgently needed by the country.
- The candidate must have a clear research direction or project.
- The candidate's unit or team should be able to provide policy support and a matching funding ratio of 1:1 or higher, collaborating with CIN to facilitate the candidate's growth.
III. Mechanisms
- Candidates selected for the Program will receive a special fund of no less than RMB 10,000 annually from CIN, with a funding period of 3 years contingent upon satisfactory annual evaluations.
- Those who are professionally suitable and rank highly will be nominated as candidates for the 10th Youth Talent Support Program (2024-2026) of the China Association for Science and Technology (CAST). Ultimately, those confirmed as CAST's publicly funded youth talents will receive a special grant of RMB 100,000 annually to support independent research topic selection, design, and implementation, as well as participation in high-level international academic exchanges and positions in influential international civilian scientific and technological organizations. Continuous funding for 3 years will be granted to those who pass the annual evaluations.
- For CAST's self-funded youth talent support positions, the unit's self-funded contribution must be no less than RMB 100,000 annually. The certificate of selection and the scope of fund usage are the same as those for publicly funded candidates.
IV. Method and Process
- Member units of the CIN are invited to recommend candidates, with a limit of 5 candidates per unit.
- Eligible candidates must obtain recommendations from 3 academic leaders, chief experts, key project technical principals, or R&D leaders of major equipment or devices in their respective fields or industries (not from the same unit).
V. Material Submission Requirements
Please log in to the China Institute of Navigation Science and Technology Service System: https://yess.cinnet.cn before September 22nd to fill in the required information from all member units and self-nominated members. The operation procedure is detailed in the System Operation Guide (Attachment). Paper-based recommendation materials will not be accepted.
