The China Institute of Navigation Holds the Sixth Executive Council Meeting of the Ninth Session and the 2024 Work Conference

On January 14, 2024, the China Institute of Navigation held the Sixth Executive Council Meeting of the Ninth Session and the 2024 Work Conference in Ningbo. Those who also attended the meeting include the institute's executive council members and representatives, supervisors, leaders of branch institutes and working committees, presidents of local navigation institutes, secretaries-general, and heads of all departments of the institute secretariat The meeting thoroughly followed the guiding principles of the Central Economic Work Conference and the National Transportation Work Conference, summarized the work of 2023, put forward the working train of thought and overall requirements for vigorously accelerating the construction of a first-class institute with Chinese characteristics, and boosting the realization of high-level self-reliance and self-improvement in marine science and technology. It also clarified the key tasks for 2024. Chairman He Jianzhong, on behalf of the council, delivered the work report for the Sixth Executive Council Meeting of the Ninth Session and the 2024 Work Conference. The meeting was chaired by Zhang Baochen, Vice chairman of the Standing Committee, and Li Shixin, Vice chairman.

Chairman He Jianzhong's work report reviewed the work of the institute in 2023 in five main aspects: carrying out the theoretical study program to strengthen Party building leadership; focusing on the needs of serving the national strategy to promote high-level self-reliance and strength in maritime science and technology; emphasizing academic value and innovation to jointly promote academic exchanges and cooperation in maritime studies; strengthening talent cultivation and member services to continuously enhance organizational cohesion; and strengthening the construction of the institute to effectively improve service capabilities and levels. Chairman He also made an analysis of the new situations, challenges, and opportunities facing the institute in achieving high-level self-reliance and strength in maritime science and technology, deepening institutional and mechanism reforms, and improving the governance system of a first-class institute with Chinese characteristic. Efforts should be made to focus on the "Five Persistence": persisting in Party building leadership, demand orientation, the "three-wheel" drive, service orientation, and coordinated development.

The report clarified the guiding principles,work objectives and tasks for the year 2024, and proposed four key areas of work. First, focusing on party building to promote institute building, and effectively leveraging the functional party committee of the institute to oversight and target its work. Second, creating brands to become a first-class institute, continuously enhancing the institute's strategic support, academic leadership, and international influence. Third, building platforms to recommend talents, and striving to enhance the institute's social credibility and influence. Fourth,  laying a solid foundation and to strengthen services, improving the institute's governance capabilities and service levels.

The Sixth Executive Council Meeting of the Ninth Session reviewed and adopted the institute's 2023 final accounts and 2024 budget, the selection of fellows for 2023, changes in branch heads, renaming of Nautical Chart Professional Committee of CIN, revisions to the "China Institute of Navigation Scientific Award Methods". The meeting also reported on the annual membership admission.

During the exchange and speaking session, representatives from Zhejiang Institute of Navigation, Hebei Institute of Navigation, Fujian Institute of Navigation, China Rescue and Salvage Association, Lock Committee, and Inland Navigation Development Construction Committee shared their work achievements and experiences based on their own work situations.

In group discussions, executive directors, leaders of branch institutes and working committees, chairmen of local navigation institutes engaged in lively discussions on how to effectively implement the annual work report tasks and priorities in accordance with their realities. Representatives unanimously agreed that the work report provided an objective and comprehensive summary of the past year's work, with a realistic , pragmatic and accurate analysis of the issues, highlighted key points for the past year. They also agreed that the report emphasized key points and specific measures for the work in 2024, which is of important guiding significance for comprehensively advancing the institute's work in 2024. Representatives also proposed valuable opinions and suggestions on promoting the construction of a first-class institute, enhancing the institute's service capabilities and levels, and strengthening coordination in the maritime field.

Representatives expressed that it is necessary to conscientiously implement the spirit of this meeting and transform it into a driving force for the high-quality development of the institute. They will complete various tasks this year with greater enthusiasm and a healthy attitude, striving to achieve the goal of building a first-class institute with Chinese characteristics, open new ground for development of the institute, and make new and greater contributions to the high-quality development of the shipping industry.
