Notice On Applying For the 18th China Youth Science and Technology Award and China Maritime Youth Science and Technology Award 2024

All relevant units,
In accordance with relevant requirements of the Notice of the Candidate Nomination for the 18th China Youth Science and Technology Award issued by the Organization Department of the Central Committee of the CPC, Ministry of Human Resources and Social Security of the People's Republic of China, CAST, and the Central Committee of the Communist Youth League, and the relevant provisions of the Measures of China Institute of Navigation Science and Technology Award(hereinafter referred to as The Measures), to recommend and apply for this year's 18th China Youth Science and Technology Award and China Maritime Youth Science and Technology Award, the relevant matters of the application are hereby notified as follows:
I. Organizational Principles
The Society organizes the selection of 2024 China Maritime Youth Science and Technology Award, and according to The Measures recommends the selected candidates to the China Association for Science and Technology (CAST) to participate in the nomination of candidates for the 18th China Youth Science and Technology Award.
The deadline for declaration of China Maritime Youth Science and Technology Award 2024 is April 1st. Please fill out the award recommendation form and check the materials carefully in strict accordance with the relevant provisions and requirements of The Measures.
Ⅱ.Recommendation qualifications for China Maritime Youth Science and Technology Award
1. Candidates should support the Party's lines, guidelines and policies, be firm in ideology and politics, deeply understand the decisive significance of the "Two Confirmations", to strengthen the commitment to the “Four Consciousnesses”, the “Four-sphere Confidence” and the “Two Upholds”. Meanwhile candidates should love the motherland, have a honest working manner and excellent academic style, abide by the law, and actively practice the spirit of scientists.
2. Candidates should meet one of the following conditions:
1) Candidates should achieve important innovative achievements and make outstanding contributions in the fields of navigation and natural science research.
2) Candidates should make major and creative achievements and contributions in marine engineering technology and others and have significant application result.
3. Candidate shall be citizens of the People's Republic of China. Male candidates shall not exceed 40 years of age (born on or after January 1, 1983) and female candidates shall not exceed 45 years of age (born on or after January 1, 1978).
4. Previous winners of China Youth Science and Technology Award and China Maritime Youth Science and Technology Award shall not be awarded repeatedly.
5. Recommendation requirements:
1) CIN will adhere to the principle of “openness, justice, fairness and merit”, expand the channels for identifying and selecting advanced candidates, and ensure the quality of selection with strict selection criteria.
2) The recommended candidates should be outstanding young leading talents and outstanding young scientific and technological workers who have been working in the front line of scientific research and production for a long time and insist on promoting scientific and technological progress. Their achievements should be based on scientific and technological achievements made in China. The recommended candidates should be the main contributors or participants of their achievements.
3) The recommended materials are the main basis for the evaluation of the Youth Science and Technology Rewards 2024, and should focus on the innovative achievements and contributions of the recommended individuals.
The recommended materials must not involve confidential content. The candidate's unit should conduct a confidentiality review of the nomination materials (including attachments) and issue a relevant certificate. Reports from non-academic newspapers and publications will not be considered as evidence of achievements. The contents of electronic materials and paper materials shall be consistent. For inaccurate reporting of the recommended materials, a one-vote veto will be implemented and the credibility of the recommending unit will be recorded. Inaccurate materials provided by the recommended individuals himself/herself will be regarded as scientific and technological falsification.
4) Each member unit shall recommend no more than 3 candidates.
III. Requirements for Material submission
1 Candidate materials:
- Candidate Recommendation Form of Youth Science and Technology Rewards 2024 (see Attached File 1);
- Evidence of representative achievements (please provide the proof of representative achievements in Attached File 1, Section Five);
- Evidence of awards (please provide evidence of important awards in Attached File 1, Section Eight);
- Other evidence of achievements and contributions.
- The expert recommendation form should include name, gender, age, professional title, and employer. The number of recommended experts shall be no less than 2, and they should hold senior technical titles and not work in the same unit as the candidate (see Attached File 2).
- The above candidate materials shall be submitted in a bound volume of 3 copies in the order of the catalog of major scientific and technological achievements (1 electronic copy, copied into a USB drive in the order of the list, consistent with the paper materials). The submitted materials will not be returned after the review. The recommending unit of the candidate should evaluate the candidate's political performance, integrity and self-discipline, moral conduct, achievements and contributions, and academic ethics, providing clear opinions on the authenticity, accuracy, and confidentiality of the materials, and affix the official seal of the unit.
2. Send the recommendation materials to the Secretariat of the China Institute of Navigation.
