China Navigation Academic Conference 2023, an important academic activity of China Maritime Week 2023, was opened in Cangzhou, Hebei Province on July 12. This year's theme is "New Development Pattern of Marine Science and Technology Innovation Services", and the main contents include the opening ceremony, 5 academic seminars, 4 groups of paper exchange review, and wall poster display. He Jianzhong, President of the China Institute of Navigation (CIN), Xu Guanghong, Vice Minister of Science and Technology Innovation Department of China Association for Science and Technology(CAST), Lin Qiang, Deputy Director of Science and Technology Department of the Ministry of Transport(MOT)delivered speeches. Xu Zuyuan, Former Vice Minister of the MOT, Yao Xingfu, Deputy Secretary of Cangzhou Municipal Party Committee, Liu Gongcheng, Former Safety Director of the MOT, Duan Zhaoxian, Former Deputy Chief of PLA Navy Operations, Zhang Jianyun and Yan Xinping, Academicians of the Chinese Academy of Engineering (CAE) attended the conference.

     He Jianzhong stressed that in order to achieve a high level of maritime technology self-reliance, first, we must strengthen the mission of serving the national strategy. We need to promote high-quality development and achieve innovation-driven high-quality development. The focus is on promoting a technological innovation system that deeply integrates industry, education, research and application, so as to generate new driving forces for economic development. CIN is committed to promoting the establishment of a maritime science and innovation platform integrating industry, academia, research and utilization, strengthening academic leadership, integrating the chain of industry, academia and research results transformation, gathering more innovative resources, taking the initiative to serve the national strategy and the transformation and upgrading of the industry, and playing an active role in building a new development pattern.

     Secondly, it is necessary to build an innovative platform for cracking problems and issues. In order to strengthen the research and judgment of maritime science and technology foresight, and lead the original scientific and technological research, CIN has built a national platform for collecting, gathering and solving the major scientific problems and engineering problems in the field of navigation, and established a mechanism for releasing the major problems and problems of CIN in the past year. This conference will release the " Major Scientific Problems, Engineering Technical Problems and Industrial Technical Problems of CIN 2023".

     Thirdly, it is necessary to improve the system and mechanism of marine science and technology service. Since the beginning of this year, the central government has introduced a series of reform measures for the science and technology management system to accelerate the establishment of an institutional system to ensure the self-reliance of high-level science and technology. At present, the focus should be on improving the evaluation methods and transformation mechanisms of scientific and technological achievements, and building collaborative cooperation mechanisms.

     Fourthly, international scientific and technological cooperation in the field of navigation should be deepened. This year marks the tenth anniversary of the Belt and Road Initiative proposed by Xi Jinping. In the past ten years, the CIN has made new achievements in actively promoting international exchanges and cooperation. This year, the Institute will make new progress in the exchange mechanism of the Asia Navigation Conference (ANC), the thematic exchange and cooperation mechanism of the Fédération Aéronautique Internationale (IAFS) and other key international exchanges and cooperation work, prepare for the International Association of Institutes of Navigation (IAIN) Conference 2024, set up a platform for scientific and technological cooperation, promote the in-depth cooperation in nautical science and technology and win-win situation, and deepen participation in international maritime governance to enhance China's competitive advantage in navigation.

     Fifthly, we need to cultivate a group of high-level innovative talents. We need to strengthen the construction of marine science and technology talents, respect the law of the growth of scientific and technological talents, stimulate the internal motivation of marine science and technology workers, and build a platform for personnel recommendation and entrepreneurship. We should accelerate the construction of the quality of national strategic talents, and strive to train more professionals, strategic scientists, first-class scientific and technological leaders and innovation teams, young scientific and technological talents, and excellent engineers for the navigation field.

Xu Guanghong said that as a widely influential academic organization in the field of navigation in China, CIN has made remarkable achievements in promoting the development of academic disciplines, carrying out decision-making consultation, deepening academic exchanges, promoting scientific popularization and supporting scientific and technological talents, and its influence in academia, industry and local government has been continuously enhanced. He stressed that it is necessary to continue to promote the reform of governance structure and mode of governance, enhance the level of governance in accordance with the laws and rules, build a first-class scientific and technological society with Chinese characteristics, and seek new space and open up new tracks in serving the construction of an innovative country as well as promoting the high-quality development of local communities; it is necessary to continue to expand the breadth and depth of academic exchange platforms, promote the spirit of scientists, foster an excellent academic ecology, and mobilize seafaring scientists to organically combine scientific research and popularization of science. Lin Qiang said that in recent years, the transportation industry has focused on the major task of accelerating the construction of a powerful country in transportation, adhered to scientific and technological innovation and self-reliance, and formed a number of landmark major projects and technical equipment such as automated terminal, and a number of typical projects such as the pilot project of pilot application of automatic ship loading and intelligent shipping in Huanghua Port have achieved initial results, which has strongly supported economic and social development and the construction of a modern comprehensive transportation system. The Department of Science and Technology of the MOT will, as always, work closely with the CIN and all sectors of society to accelerate the improvement of the industry's scientific and technological innovation system and help the high-quality development of the shipping industry. First, we will strengthen scientific and technological research and development. With safety, smart and green as the breakthrough point, we will strengthen research on key core technologies, accelerate the research and development and application of technology and equipment, lead the shipping industry to the high-end, and ensure the safety and reliability of the industrial chain and supply chain. Second, we will strengthen the application of scientific and technological achievements. Relying on carriers such as the pilot construction of a strong transportation nation, science and technology demonstration projects, and pilot intelligent shipping, we will drive scientific and technological innovation and application of achievements through typical scenarios; relying on platforms such as the CIN, we will deepen academic exchanges and popularization of science, and create a strong atmosphere for scientific and technological innovation. Third, we will improve the standard specification. We will give full play to the role of the government, industry, academia, research and other parties to strengthen the supply of key and urgently needed standards, such as carbon emission accounting, port safety operations, smart port construction and operation, and accelerate the formation of a high-quality standard system. Adhere to openness and inclusiveness, systematically summarize China's technical achievements in smart ports, green shipping and other aspects, deeply participate in the construction of international standard system, strengthen the transformation and application of international standards, and promote the Belt and Road Initiative.

According to Yao Xingfu, in recent years, Cangzhou has adhered to the port development as the main engine of strong coastal economy, developed toward the sea. Cangzhou has built berths 41 above 10,000 tons, opened 34 domestic and foreign trade routes, connecting 39 countries and regions around the world. As an important part of China's Maritime Week, China Navigation Conference 2023 was held in Cangzhou, which will certainly inject surging power for the development of maritime industry in the city.

At the opening ceremony of the Conference, the Grand Prize and the First Prize of China Navigation Science and Technology Award 2022, and the Outstanding Contribution (Individual) Award of China Navigation Science and Technology 2023 were awarded; certificates were issued to the selected personnel of the First CIN Young Talent Support Project; the list of selected personnel of the Eighth China Association for Science and Technology Youth Support Project was published; the list of the first batch of Fellows of the CIN was declared and certificates were issued to the representatives of the Fellows; and the major scientific problems, engineering and technical difficulties, and industrial development problems of the navigation field of China for the year 2023 were declared.

Professor Li Ying of Dalian Maritime University, winner of the 3rd National Innovation Prize, introduced the remote sensing technology of oil spill at sea from a professional point of view, while Zuo Liqin of Nanjing Hydraulic Research Institute (NHRI) and Xu Dongsheng of China University of Petroleum (Beijing) introduced the projects of the Grand Prize of China Navigation Science and Technology Advancement Prize in 2022: "Research on the key technology of deepwater channel management in China's typical estuarine shallows and its application" and "Key technologies for safe and efficient operation of deep-sea oil and gas submerged equipment and their application", respectively.
