Announcement on the Release of Scientific and Technological Problems in the Maritime Field for the year 2023

The China Institute of Navigation, in response to the call of China Association for Science and Technology, annually recommends and releases significant scientific problems, engineering and technical challenges, and industrial technological issues in the maritime field. This initiative has received positive responses from member units, branch organizations, local maritime associations, and numerous scientific and technological professionals.

The purpose of recommending and releasing these “issues and challenges” is to address global scientific frontiers, economic battlefields, significant national requirements and the well-being of the people. We aim to highlight those issues in maritime science and technology that have a leading role in future technological development. Our emphases are on scientific and technological issues related to national strategic scientific and technological strength and burgeoning strategic industries, particularly within areas such as fundamental research, essential shared technologies, cutting-edge advancements, modern engineering technologies, disruptive technologies, bottleneck technologies, key directions for scientific and technological breakthroughs, and the promotion of sustainable development. These areas encompass various relevant fields, including maritime technology and transportation safety, ship engineering, waterway and port engineering, intelligent shipping, environmental protection, and energy conservation.

In 2023, the institute received recommendations from ten of its member units, submitting a total of 21 proposals. An expert committee, under the leadership of the President, comprising academicians and senior experts, engaged in thorough discussions and deliberations. Revisions and consolidations were made to the research titles, focal points, and key aspects subsequently. Consequently, 10 scientific and technological problems in the maritime field for the year 2023 were selected and are now officially released.

I. Two Frontier Scientific Problems in the Maritime Field

i. How to build an integrated new-generation shipping system operation control theoretical framework for "ship-port-cargo" integration?

ii. Can ChatGPT-like models be applied to intelligent decision-making in ship engine rooms?

Main proposer: Tan Yanghui, Tianjin University of Technology

II. Two Engineering and Technical Challenges in the Maritime Field

i. How to overcome the technological bottleneck of long-distance cross-waterway navigation for canal projects and achieve coordinated development of shipping and ecological environment protection?

Main proposers: Hu Ya'an, Nanjing Hydraulic Research Institute; Han Zhaoxing, Transport Planning and Research Institute Ministry of Transport

ii. How to achieve high-level independent innovation in intelligent navigation technology for ships?

Main proposers: Geng Xiongfei and Zou Yunfei, China Waterborne Transport Research Institute; Li Quanwen, Transport Planning and Research Institute Ministry of Transport; Cui Jianhui, Tianjin University of Technology

III. Six Industrial Technological Issues in the Maritime Field

i. How to realize status perception and intelligent operation and maintenance of ship new energy power systems?

ii. How to achieve domestic alternatives to high-performance insulation materials for large LNG carriers' liquid cargo holds?

Main proposer: Liu Xun, China Merchants Marine Equipment Research Institute Co., Ltd.

iii. How to achieve precise underwater target detection in areas with poor transparency?

Main proposer: Wang Runcheng, Northern Navigation Service Center, Maritime Safety Administration, People’s Republic of China

iv. How to achieve static antifouling performance of marine anti-fouling coatings?

Main proposer: Li Lei, China Merchants Marine Equipment Research Institute Co., Ltd.

v. How to develop port subsoil and foundation analysis software based on domestic theoretical foundations?

Main proposer: Yu Changyi, Tianjin Port Engineering Institute Co., Ltd. of CCCC First Harbor Engineering Co., Ltd.

vi. What is the technical path for carbon emission control of inland navigation in China?

Main proposer: Chen Qiong, Jimei University, and Li Mingjun, Transport Planning and Research Institute Ministry of Transport
