On May 18, Shanghai and Jiangsu Maritime Safety Administration (MSA) signed the Shanghai-Jiangsu Maritime Supervision and Service Integration Cooperation Agreement on online. This activity is the implementation of the General Secretary Xi Jinping’s important speeches on the integrated development of the Yangtze River Delta region, the construction of a strong transportation country, safety production and others. It is also the significant exploration practice to promote the integrated development of the Yangtze River Delta shipping industry, coordinate to do a good job in the prevention and control of pandemic to ensure the smooth transportation. LI Guoping, Safety Inspector General of Ministry of Transport and Director of MSA, LI Hongyin, Deputy Director of MSA, XIE Qunwei, Director of Shanghai MSA, and ZHU Ruming, Director of Jiangsu MSA, attended the online signing ceremony.
It is reported that the Agreement for the first time clarified the Shanghai-Jiangsu regional maritime supervision, traffic organization, information data, service guarantee, credit management, green development and other six aspects of cooperation tasks, which cover all maritime business.
The signing of the Agreement marks that the cooperation between Shanghai and Jiangsu MSA entered a new stage. The two maritime sectors will continue to carry out the Yangtze River Delta regional integration strategy, and earnestly implement all-factor water traffic control pioneer area, green shipping governance demonstration area, shipping operators environmental maritime services model area and other pilot projects of the construction of a strong transportation country. They will accelerate the integration of six areas to build “Shanghai-Jiangsu model” in maritime regional integration development for more extensive, more long-term national cooperation to create more new ideas and directions in the future.
Shanghai and Jiangsu are where waters meet, for a long time, and ship flow is dense. The busy degree of shipping, the impact on economic and social support, safety risks and regulatory difficulties are among the forefront of the country. In recent years, Shanghai and Jiangsu MSA actively implement the Ministry of Transport and MSA’s work plan on the Yangtze River Delta maritime integration development, promote deeply Shanghai and Jiangsu regional maritime joint supervision work, and establish water emergency cooperation mechanism in the Yangtze River Delta region, cross-regional fishing vessels search and rescue linkage mechanism in Jiangsu, Zhejiang, Shanghai and Shandong, Shanghai and Jiangsu water traffic integrated management, “One-time ship position report”, the vessel transfer registration “non-stop certification” in Yangtze River Delta, credit information sharing and mutual recognition and a number of regulatory services to protect the integrated initiatives.
