On August 25, Li Xiaopeng, Minister of Transport, chaired a ministerial meeting to convey and study the relevant spirit of the Central Government, and to scrutinize the relevant documents on the Ministry's targeted assistance and pairing program, including the Action Plan for the Construction of New Infrastructure in the Transport Sector (2021-2025), the Measures for the Qualifications Management of Road Maintenance Units, the Decision on Amending the Measures for Water Traffic Accident Statistics, the Regulations of the People's Republic of China on Navigation Safety Management of Above Water and Underwater Operations and Activities, the Decision on the Amendment of the Provisions on the Administration of Pilotage of Ships, the Decision on the Amendment of the Regulations on the Maritime Administrative Licensing Conditions of the People's Republic of China, and Provisions on Administrative Penalties for Maritime Affairs of the People's Republic of China, and five other supporting regulations of the Maritime Traffic Safety Law.
The meeting stressed that, doing a good job in targeted assistance and pairing program is to implement the important instructions of General Secretary Xi Jinping and the Party Central Committee's decision and deployment of important initiatives, to practice the "two maintenance" and maintain the original mission, to speed up the building of a strong transportation country. It is also an important channel for the Ministry to contact the grassroots, an important platform for improving the style of work and an important base for innovation and piloting. All units should further improve the political position, deepen ideological understanding, pay attention to the implementation, complete the tasks of targeted assistance with high quality, and continue to be in the forefront in the assessment. We should adapt to changes in the situation and tasks, focus on consolidating and deepening the results of poverty eradication, comprehensively promote rural revitalization, and deepen the work of targeted assistance and pairing program. We should do our best to arrange project funds, select and appoint officials, educate and train them, give support through consumption and the Party support, do a good job in publicity and guidance and other key works. The pairing support teams should adapt to local conditions, fully tap the potential of the local areas, and accelerate the "five revitalizations" of industries, human resources, culture, ecology and organization in each county. Regular surveys and studies should be conducted to improve the support work in a timely manner. We should focus on strengthening communication and resource sharing among the working groups and actively promote good experiences and practices.
The meeting required that all departments and units should raise political stance, implement the decision and deployment of the Party Central Committee and the State Council, make every effort to build the new transportation infrastructure, strive to create an influential model of new infrastructure of transportation, promote the efficiency of transportation, expand its functions, increase its dynamics and better serve the people's travel. We should continue to be innovation-driven, keep pace with The Times, sum up experience and constantly making improvement. We should focus on key projects, make sure that new technologies and elements are constantly incorporated into transport infrastructure.
We should continue to pursue coordinated development, consolidate the role of traditional infrastructure in strengthening the foundation, and give play to the role of new infrastructure in improving quality and efficiency. We should strengthen organizational guarantee, pay attention to the linkage between ministries and provinces, accelerate the construction of key projects and strive to bring them into full play as soon as possible.
The meeting stressed that we should implement the Maritime Traffic Safety Law, amend the supporting department regulations. In addition, We should attach great importance to maritime administrative law enforcement, focus on special campaigns to address prominent problems in transportation law enforcement, and put the people at the center to enforce laws in a standardized, fair and civilized manner.
