On June 23, the mobilization for the commencement of the navigation facilities project of Baise water conservancy, a key project of the “14th Five Year Plan”, was held in Baise, Guangxi Zhuang Autonomous Region. The project is located in the upstream of Youjiang River of the Pearl River system. It is an important waterway linking the kiloton channels of Youjiang River and Pearl River and connecting Yunnan Province and Guangxi Zhuang Autonomous Region. It is navigable for 2 × 500-ton fleets and 1000-ton single ships, with the annual one-way throughput capacity of 6.02 million tons in design, the estimated total investment of 5.017 billion yuan, and the total duration of 76 months.
On that day, Wang Zhiqing, member of leading party members' group and Vice Minister of Transport, Liu Xiaoming, Deputy Secretary of the Party committee of Guangxi Zhuang Autonomous Region, Fei Zhirong, Vice Chairman of the Government of Guangxi Zhuang Autonomous Region, Qiu Jiang, Vice Governor of Yunnan Province, Li Tianbi, Chief Engineer of the Ministry of Transport (MOT) and Director of Water Transport Bureau, Su Jie, Deputy Director of the Department of Comprehensive Planning of MOT, and Wang Jianhua, Director of the Pearl River Navigation Administration of MOT, Li Ming, Deputy Director of the Department of Planning of the Ministry of Water Resources, pressed the starter at the same time, and engineering vehicles honked and operated together, marking the official commencement of navigation facilities project of Baise water conservancy.
On June 22, 2020, Liu Xiaoming, Vice Minister of Transport, and the principals of Guangxi Zhuang Autonomous Region and Yunnan Province held a promotion meeting on the construction of navigation facilities of Baise Water Conservancy Project in Guangxi Zhuang Autonomous Region. Since then, MOT has taken the lead in establishing an efficient joint mechanism for preliminary work, and cooperated with the National Development and Reform Commission, the Ministry of Water Resources and the governments of Guangxi Zhuang Autonomous Region and Yunnan Province for further promotion. All the efforts made the project started in merely one year.
In the next stage, according to the specific arrangements of mobilization for the commencement of the project, the Transport Department of Guangxi Zhuang Autonomous Region will promote the project construction with high standards, pay close attention to the project quality and safety supervision, urge the project owner to earnestly implement the main responsibility, quickly and comprehensively launch the project construction, so as to make every effort to build the project into a safe, high-quality, green and incorruptible one. The department will make full use of the joint meeting mechanism to actively perform the responsibilities of the joint meeting office and continuously strengthen the reporting and connecting with MOT and other national ministries and commissions and joint meeting members, so as to create favorable conditions for project construction. Besides, the department will also urge all participating units to strengthen the organization and scheduling of constructors according to the established plan, so as to ensure the construction progress and achieve the early completion, qualified production and effectiveness of the project.
