Notice of China Institute of Navigation on Conducting the Recommendation and Selection of Outstanding Figures in Navigation Science and Technology and the First Supreme Navigation Science and Technology Award
To all units concerned：
2021 marks the 100th anniversary of the founding of the Communist Party of China. In order to celebrate the centenary of the founding of the Communist Party of China, vigorously carry forward the scientific spirit, publicize the achievements of navigation science and technology, and encourage the navigation science and technology workers to make continuous breakthroughs in the process of building China into a transportation power and realizing the 14th Five-Year development goals and 2035 vision goals, China Institute of Navigation(CIN) has decided to carry out the selection and commendation of outstanding figures in navigation science and technology. Meanwhile, according to the Measures for Science and Technology Rewards of China Institute of Navigation, 2021 is also the first year that CIN will organize the selection of the Supreme Navigation Science and Technology Award. We hereby decide to launch the selection and recognition of the first Supreme Navigation Science and Technology Award. In order to coordinate the above two tasks, the relevant matters are hereby notified as follows:
- The recommendation （selection）scope
All member units and branches of CIN, the provincial and municipal institutes of navigation and other relevant units can recommend members of CIN who have made outstanding contributions to navigation science and technology (new members are also accepted).
2. The recommendation (selection) requirements
（1）The requirements for recommending (selecting) outstanding figures of navigation science and technology
He or She should cherish the motherland; support the leadership of the Communist Party of China; abide by the party discipline, political discipline, laws and regulations; have a higher moral standard; have a strong sense of professionalism and a strong sense of responsibility; have the scientific spirit of “dedication, innovation, honesty and cooperation”; and have professional and technical literacy.
He or She should be the technical authorities, including experts in navigation scientific research, engineering and education, captains and chief engineers, who have made significant achievements and outstanding contributions and played a key role in promoting the advancement of China's navigation science and technology and the high-quality development of the industry;
He or She should be member of the Communist Party of China and Chinese citizen.
（2）Requirements for recommending （selecting） the Supreme Navigation Science and Technology Award
He or She should cherish the motherland; support the leadership of the Communist Party of China; abide by the party discipline, political discipline, laws and regulations; have a higher moral standard; have a strong sense of professionalism and a strong sense of responsibility; have the scientific spirit of “dedication, innovation, honesty and cooperation”; and have professional and technical literacy.
He or She should be senior navigation technology experts who have made major theoretical and technological breakthroughs at the forefront of contemporary navigation science and technology, or have made outstanding achievements in the development of navigation science and technology, have played a decisive technological role in the construction of major national projects, and have created huge economic and social benefits in navigation science and technology innovations, transformation of achievements, and high-tech industrialization.
He or She should be Chinese citizen.
3. Recommended (selected) places
Each unit may recommend no more than two candidates for outstanding figures in navigation science and technology and no more than one candidate for the Supreme Navigation Science and Technology Award. One may be recommended as an outstanding figure in navigation science and technology and a candidate for the Supreme Navigation Science and Technology Award simultaneously. The institute will select 10 outstanding figures of navigation science and technology and no more than 2 winners of the Supreme Navigation Science and Technology Award from the candidates.
4. The principle and form of recommendation （selection）
The recommendation （selection）should strictly abide by the principles of "openness, fairness, impartiality, democracy and meritocracy", and pay attention to actual achievements and social recognition.
The recommended candidates should fill in the relevant recommendation form and submit relevant performance and supporting materials as required. Each recommendation unit should examine the application form and related materials of the recommended persons, be responsible for the authenticity of the submitted materials, and recommend candidates strictly in accordance with the selection conditions. If there are more than one recommended candidates, then they should be ranked in order. The submitted materials should be attached with the recommendation of experts. The recommendation experts should have senior technical titles. There should be no less than 3 people, and 2 of them are not in the same work unit with the candidates.
For those who plagiarize or copy the results of others or provide false data or materials by other improper means to obtain honors, CIN will severely punish the responsible recommendation units and relevant personnel.
5. Requirements for the submitted materials
（1）Materials of candidates for outstanding figures in navigation science and technology:
Recommendation form for outstanding figures in navigation science and technology of China Institute of Navigation (see attachment 1) and relevant supporting materials in three paper copies (They should be bound into book form. The certification materials should include the evaluation certificate of main achievements, technical application certificate, intellectual property certificate, science and technology award certificate, major published papers and monographs, etc., all of them should be formed into a catalog.)
Three electronic copies of the above materials (copy them into a USB drive, and the content should be consistent with the paper materials).
Recommended materials should be attached with the recommendation that having been stamped with the company's official seal, including the method of recommending candidates and review process, etc.
（2）Materials of candidates for the Supreme Navigation Science and Technology Award
Recommendation form for the Supreme Navigation Science and Technology Award of China Institute of Navigation (see attachment 2) and relevant supporting materials in three paper copies (They should be bound into book form). The supporting materials should include evaluation certificates of major achievements, technical application certificates, intellectual property rights certificates, science and technology award certificates, major published papers and monographs, and other valid certificates that can prove personal work, performance and achievements, etc., all of them should be formed in a catalog).
Three electronic copies of the above materials (copy them into a USB drive, and the content should be consistent with the paper material).
Recommended materials should be attached with the recommendation that is stamped with the company's official seal, including the method of recommending candidates and review process, etc.
6. Submission deadline
All recommendation units are requested to submit the recommended materials to the Secretariat of CIN before May 10, 2021 (subject to the date of the posting). The overdue documents will not be accepted.
