On April 9, the term election and the first session of the 8th committee of the Maritime on Inland Waters of China Institute of Navigation (CIN) was held in The Logistics Center of Changjiang Maritime Safety Administration (CMSA) in Wuhan, Hubei province. Yan Xiaobo, Secretary General of CIN, Ruan Ruiwen, head of CMSA, and Li Jiang, the deputy head attended the conference. More than 80 representatives of the 7th committee and the candidates of the 8th committee also attended the conference.
The meeting reviewed the work report of the 7th committee, adopted The Regulations of committee of the Maritime on Inland Waters of China Institute of Navigation and The Election methods of committee of the Maritime on Inland Waters, elected the 8th committee accordingly, and deliberated the plans and the future work of the eighth committee and the key work of 2021.

Li Jiang delivered a welcome speech to congratulate the convening of the conference and expressed his gratitude for the arrival of the leaders and representatives.
Yan Xiaobo delivered a speech for the conference. He congratulated on the renewal of the committee of the Maritime on Inland Waters and expressed his gratitude for the support and cooperation from the CMSA. Yan highly appreciated the achievements of the 7th Committee, and he put forward three requirements for the 8th Committee: First, we should improve political and ideological consciousness. We should implement the strategy of building a country with strong transportation network and guarantee the development of the Yangtze River Economic Belt, both of which were put forward by the General Secretary Xi Jinping. We should also carry on the innovative and rigorous spirit of scientists and craftsmen, and actively response to the national strategy. Second, we should pinpoint the function of the committee more accurately. The committee, while playing the role of a scientific association, should also give prominence to its features of the maritime industry. Third, we should implement the 2021 work-plans of the CIN in academic discussion, scientific and technological services and the construction of the committee itself.
Ruan Ruiwen, the director of the Yangtze river bureau stressed that, as the supporting unit of the committee of the Maritime on Inland Waters, the top priority of CMSA is to serve for the efficiency and high-quality development of the committee. During the past 33 years, the committee has trained a number of high-level maritime talents under the leadership of the CIN and CMSA, forming a multi-level and categorical think tank. Besides, it also provided foundation for the development of laws and regulations and achieved progresses through joint constructions of maritime institutions all over the country.
He pointed out that in the new era where building a country with strong transportation had become a national strategy, the committee of maritime on inland waters, as a key segment of dual circulation, had great potential and opportunities make achievements in ensuring the circulation open, safe, eco-friendly, efficient and convenient. He hoped that the committee could improve political and ideological consciousness, pinpoint its scientific function, and play the role of a think tank, uniting and leading sci-tech workers from all the national institutions of the maritime on inland waters to write a new chapter of the maritime industry.
Established in October 1988, the committee of the Maritime on Inland Waters is a non-profit academic organization composed of the national institutions of inland waters and other related institutions, and was registered in in Wuhan, Hubei Province. The committee aims to serve the sci-tech workers from all the national institutions of the maritime on inland waters, improve the innovation-driven development and promote the scientific decision-making process for our party and government. It is through these measures that the committee will achieve high-quality development and promote the development and prevalence of the science and technology of the maritime on inland waters.
Wang Chao, chairman of the 8th committee, said it would attract more major ports, important shipping companies and scientific research institutions as the basic strength under the guidance of the CIN and the CMSA. At the same time, the committee will build a communication platform as well as establish a think tank to find solutions to the key problems in the development of maritime on inland waters, thus creating new prospect on "double first-class" initiative. It is hoped that after 3 to 5 years of efforts, the committee will be built into an innovation-driven team, a platform for making scientific and technological progress, and home to all the committee members, thus becoming an outstanding professional committee of CIN.
