In order to deeply learn and implement the spirit of the Two Sessions, serve the construction of a powerful transportation and marine power, promote scientific and technological innovation and self-reliance in the field of navigation, and give full play to the role of the China Maritime Think Tank, CIN held the first symposium of China Maritime Think Tank on the morning of March 22, 2021 in Beijing. The symposium focused on the collection work of major scientific problems and engineering technical difficulties (hereinafter referred to as "problems - difficulties") of China Association of science and technology in 2021, and discussed and deliberated on major scientific problems and engineering technical difficulties in the field of navigation. The symposium , in the form of a combination of online and offline, was presided over by He Jianzhong, president of CIN, and three academicians of the Academy of engineering and 12 senior experts in the field of navigation were invited. Deng Fan, director of Academic Exchange Department of China Association for science and technology, attended the meeting. Deng Fan introduced the objectives and significance of problems - difficulties collection work carried out by the China Association of science and technology and made the relevant requirements for the problems - difficulties collection work this year. Liu Shun, Deputy Secretary General of CIN, introduced the problems - difficulties that CIN has collected from domestic member units and foreign related academic organizations.
Three experts were invited to give keynote speeches. Niu Xinqiang, an academician from the Yangtze River Survey, Planning and Design Institute, analyzed the basic theory and important engineering problems of the construction of high standard channel of the Yangtze River on the topic of "My Reflections on the Problems in the Construction of High Standard Waterway of the Yangtze River", and put forward the research and development suggestions. Zhang Baochen, former president of the Water Transport Research Institute of the Ministry of transportation, comprehensively analyzed the development status of various links of intelligent shipping on the topic of "How to Build a Major Project of Intelligent Shipping Science Experimental Facilities", and put forward suggestions and ideas for the construction of intelligent shipping ship and shore coordination system and scientific experimental facilities.
Li Diankui, former vice chairman of the CPPCC of Shandong Province, gave a speech on the topic of "Navigation Project of Yellow River and North Section of Beijing Hangzhou Canal" and put forward the basic idea of the construction of the navigation Crossing Yellow River project in the north section of the Beijing Hangzhou canal. Then, the participants discussed and deliberated the contents of the speech and the 16 collected problems - difficulties in the navigation field. They put forward the improvement suggestions on the focus scope and research points of these problems - difficulties, and selected the problems - difficulties to be submitted to the China Association of science and technology.
President He Jianzhong concluded that the suggestions put forward on the symposium were of great significance to guide the navigation research resources and promote the high-quality development of marine science and technology. They would be further supplemented, improved and merged to form a report with accurate positioning and clear focus and to submit to the China Association for science and technology after the symposium. Based on this, CIN would put forward China Maritime think tank suggestions, so as to provide advice for the formulation of relevant national strategies and policies.
