On May 7th , Li Xiaopeng, the minister of the Ministry of Transport presided respectively at the following meetings: the ministry executive meeting , the leading group for novel coronavirus prevention and control meeting, joint prevention and control mechanism meeting, and resumption of work and production mechanism meeting to convey the plan of learning the spirit of the CPC Central Committee ,to deliberate the opinions on ensuring wage payment for migrant workers in the field of highway and water transport projects, the notice on carrying out the work of bidding for highway maintenance projects to further promote the implementation of the policies on optimizing the business environment and to amend the decision of “rules for operating the qualification of the public air transport carriers for large aircraft”, etc.
The meeting pointed out that we should study hard, thoroughly understand, resolutely and earnestly implement the important speeches of General Secretary Xi Jinping and the guiding principles of the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, and we should also resolutely implement the decisions and plans of the CPC Central Committee, earnestly enhance our sense of responsibility, mission and urgency, speed up the improvement of the system and mechanism for normalizing the epidemic prevention and control in transportation, and seek improvement in stability to ensure that all work would be carried out in a timely, thorough and detailed manner, and play a pioneering role in defeating poverty and building a moderately prosperous society in all respects.
The meeting called for the implementation of the requirement of “preventing imported cases from abroad and preventing domestic cases from rebounding”, and continuous efforts in epidemic prevention and control in the transport field. First, we should continue to focus on epidemic prevention and control in key areas. We should fully support Heilongjiang Province in improving and strengthening prevention and control measures, continue to give our support to Hubei Province and the city of Wuhan in epidemic prevention and control, and fully cooperate with Beijing to implement the key prevention and control tasks. Second, we needed to strengthen prevention and control of imported risks in a targeted way. We should strictly implement the principle of “Goods on and the guests off” at highway water transport ports, and ensure that all measures against imported goods were put in place. Besides, we should strengthen our support for epidemic prevention and control personnel and transportation of materials for production and daily use in border cities. Passenger transport on the seven areas, Hong Kong, Macao, Taiwan and boundary rivers and cruise passenger services into and out of Ports in China would continue to be suspended, and passengers were strictly prohibited to be carried by freight ships. We should continue to strictly implement a series of prevention and control measures at land ports, and continue to do a good job in prevention and control work for international truck drivers, air cargo crew members and seafarers, and guide all shipping companies to organize crew shifts in a safe and orderly manner. Third, we need to improve and implement regular epidemic prevention and control measures. We should continue to implement necessary personnel control and health monitoring measures, and cooperate with key sites and units to prevent and control coronavirus epidemic among key populations.
The meeting emphasized that we should do our best to support the economic and social development of transportation in Hubei Province and fully support the work of the central Liaison team. And we should speed up the resumption of the road and water transport services in and out Hubei province, and promote the full work resumption in logistics parks, freight yards and distribution networks. Besides, the meeting also underlined that we should urge the railway transport enterprises to give priority to the transportation of key materials in Hubei province, and support Hubei Civil Aviation Airport to resume passenger and cargo flights in stages as soon as possible. We should accelerate the optimization and improvement of policies and measures to support the development of the transportation in Hubei Province, increase the strength of the support and guarantee for transportation funding projects, and give priority to the implementation of policies. In speeding up the construction of the country with strong transportation network, we should do a good job in planning formulation, pilot projects and major projects that were related to Hubei province.
The meeting stressed that in the next step, the task of coordinating epidemic prevention and control as well as economic and social development in transportation would be more arduous, so efforts should be made to ensure smooth and effective progress of all kinds of work. First, we should accelerate the improvement of systems and mechanisms for normalizing epidemic prevention and control in transportation. Second, we should comprehensively promote the resumption of work and production during the normal epidemic prevention and control process. Third, we should continue to guarantee the smooth transportation and sufficient supply of goods. Fourth, we should continue to make emergency preparedness and respond to all kinds of emergencies at any time. Fifth, we should strengthen the transport policy reserve under the premise of regular epidemic prevention and control, and turn crisis into opportunity to promote high-quality transport development. Sixth, we should further evaluate and summarize the epidemic prevention and control in transportation to constantly upgrade the industrial governance system and capacity. Seventh, we should strengthen safety precautions and continue to do a good job in all aspects of production safety.
The meeting called for the formation of a governance structure featuring complete systems, responsibility implementation, and strong supervision from all aspects of the whole process and chain, such as decision-making, approval, and bidding of highway and water transport projects, to ensure that the migrant workers' wages were paid on time and in full, and to safeguard their legitimate rights and interests in accordance with the law. We should adhere to the whole process of management, make strict capital construction procedures, implement the construction fund and do a good job in key period of special investigation and management. We should also urge all localities to further improve long-term mechanisms, strengthen market supervision, make good use of credit evaluation and joint punishment for breach of trust, and take multiple measures for the implementation.

The leaders of the Ministry in Beijing attended the meeting. Relevant departments and bureaus of the Civil Aviation Administration of China, and relevant departments and bureaus of the Ministry and relevant units affiliated to the Ministry attended the meeting as non-voting delegates.
