Sun Dabin is the director of Crew Management office of Maritime Safety Administration and the Party Branch Secretary of Ministry of Transport.. Since he entered the Ministry in 1997, he had worked in embassies in foreign countries and the grass-roots level maritime positions for many years successively, including such management positions as aerial survey, bureau office, foreign affairs, ships and seafarers. He was awarded “Advanced individual of the Ministry of Transport to participate in the affairs of the International Maritime Organization”, and his office was awarded “The annual civilized office of the Ministry from 2019-2020”.
He played a pioneering and exemplary role of party members' leading cadres and led all party members in the party branch to earnestly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Crew management was an important part of coronavirus prevention and control. Sun Dabin bravely shouldered the heavy responsibility and led the way to strive to achieve “strict prevention and control, promoting convenience, solving problems and employment stabilization”.
Sun Dabin had the courage to take on responsibilities and live up to them. He took the lead in drafting the notice on precise epidemic prevention and control for international navigation ships and crew members of the six ministries, and the notice of the Ministry of Transport on further strengthening the port shift management of Chinese seafarers on international navigation vessels to urge the implementation of the “Three Responsibilities”, take targeted measures to strengthen prevention and control, and standardize the turnover operations of the seafarers; He also took the lead in drafting the operational guidelines for coronavirus prevention and control for Ship seafarers, guidelines on emergency rescue and treatment of sick and injured seafarers during the epidemic prevention and control period of the five ministries to guide enterprises, ships and seafarers to make effective prevention and control, enhance their confidence in victory, and ensure that the sick and injured Chinese and foreign seafarers could receive timely humanitarian assistance. At present, these guidelines became the shared China's experience in the international shipping industry.
Sun Dabin took the lead to work hard in spite of difficulties. During the epidemic prevention and control period, the seafarers, while sticking to their posts and making selfless contributions, were also deeply troubled by the “difficult shift change”, which was a common international problem. While the leaders of the Ministry attached great importance to the direction of the deployment personally, and the leaders of the bureau started to supervise and urge the seafarers, Sun Dabin put himself in the seafarers' shoes, and went all out to lead all party members in the department to do a good job in carrying out precise external epidemic prevention and protecting the seafarers' rights and interests to promote the principle “All who can come to work go to work, and all who can change shift have shift change”; “Help one more” had become the joint goal of the crew management comrades of the maritime system under his leadership. Ideologically, seafarers’ sense of serving the people had been hardened again, and in terms of actions, they worked overtime to find out the situation, submitted information in the middle of the night and early in the morning, responded to appeals immediately, and actively coordinated to break through the “blocking point”. From April 1st to June 27th , nearly 48,000 Chinese seafarers on international navigation vessels changed their shifts at ports within the territory of China, which was basically restored to normal in a relatively short time, and the whole process was carried out in a safe and orderly manner. It safeguarded the legitimate rights and interests of the seafarers, ensured the effective supply of the crew members for foreign trade transportation, and laid a good foundation for ensuring the stability and smoothness of the industrial and supply chains.
Sun Dabin responded in time and took the initiative. Seafarers' business management had been greatly impacted during the epidemic, and the failure to solve the problem would directly affect the smooth operation of seafarers and the resumption of the work and production of enterprises. So he actively explored and practiced convenient measures to ensure seafarers' employment, and also studied and launched a set of measures for “training, test and development”, which gave assistance to the enterprises and stabilized the jobs. With the cooperation of departments of information, shipping, politics and law, he had issued announcements and guidelines, cancelled the appointment and dismissal of crew members and the on-site handling of information collections, and nearly 20 service measures were also implemented , including remote certificate handling, certificate renewal, deferment of business, online training and online learning to reduce the risk of the coronavirus cross-infection, save time and save the costs of transportation and economic, ensure the effective working license of the crew, guarantee the normal operation of the ship, and maintain the stability of the seafarers. Almost all the seafarers left such messages as “The measures are very timely, effective and convenient, so we have no worries now!”
Forge ahead and take targeted measures to achieve tangible results in poverty alleviation.
How to give full play to the advantages of the industry, combine the crew management and poverty alleviation organically, and promote the implementation of the national strategy was the question that Sun Dabin had been thinking about. Through his full investigation, scientific planning and active attempts, he innovatively launched targeted poverty alleviation measures for seafarers’ training in light of current conditions.
As a saying goes, the first priority to help the poor is education as it is more helpful to teach people how to fish than to just give them fish. When Sun Dabin learned that the biggest obstacle for people in poor areas to get a job as a seafarer was the cost of training, he took the initiative to visit the grassroots, thought seriously about the problem, made plans about it, and implemented the “school-enterprise cooperation and the order training” targeted poverty alleviation model for the seafarers. He also set up a platform, collected resources and built a mechanism to guide colleges and shipping enterprises to carry out cooperation and boldly tried to encourage the poor rural students to become seafarers by the method of “recruiting students and workers, supporting the bottom of employment”. In 2019, the crew recruitment and training program, facing the state-level poor county in Liupanshan district in Gansu Province, was developed, and the students who were charged free for the training and had completed two-stage training were all successfully hired by the large shipping companies. So the goal “If one person is a seafarer, then three generations of his family can be lifted out of poverty” was realized and the demonstration effect that could be promoted and replicated was also initially formed. At the same time, they also developed and expanded the crew team, constantly increased the marine reserve of talents, and implemented the strategy of serving the maritime and transportation powers.
Sun Dabin was persistent and never gave up working. He led all party members to adhere to the trinity of cultural poverty alleviation, training poverty alleviation and employment poverty alleviation, and he supported the “East-West Blue Sea Poverty Alleviation Plan” and the expansion of vocational enrollment in maritime colleges and universities, established a fast track from vocational education and training to poverty alleviation through employment of seafarers, and worked hard to promote a new model of “school-ship-school ”seafarers training that included working and learning alternation to help more poor rural residents realize their “Dream rich”, and make maritime contributions to the resolute victory in the battle against poverty.
Truly care for the seafarers and do practical things that were based on people's well being.
“Listen to the phone patiently, and be a serious problem solver.” This was the work requirement of Sun Dabin for all party members, and also the work philosophy that he had been adhering to. Under his leadership, the workers took calls and letters from seafarers as reminders and encouragement, and patiently answered questions, guided the seafarers management team of the directly affiliated maritime system to smooth channels for seafarers and enterprises to report problems, actively established seafarers' service consultation hotline, grasped and understood demands of various kinds of seafarers in time to improve their working measures and enhanced their service level. Since the start of the epidemic prevention and control, they had received and answered 89,000 inquiries from crew members, and had provided 15,000 substantive answers to crew members' questions by June 28th .

He led the party members to promote the introduction of preferential personal income tax policies for ocean-going seafarers, support the healthy development of seafarers, actively exchange information with the state tax authorities and jointly compile and issue guidelines for handling personal income tax to ensure the implementation of the policies and make convenience for seafarers to enjoy the dividends; He also implemented practical matters to make the transportation be closer to people's livelihood, such as “promoting the implementation of the seafarers’ service and facilitation project”, and implementing “paperless management”, “all-in-one handling”and “nearby handling”of seafarers' business to save time and economic costs of administrative counterparts, and strive to enable seafarers to enjoy various convenient services with higher efficiency and better experience.
