From April 28 to 29, 2026, Liu Shun, Secretary‑General of China Institute of Navigation (CIN), and Liu Ying, Deputy Secretary‑General, led a research delegation to Xi'an. The team paid successive visits to Northwestern Polytechnical University and Xi'an Jiaotong University, conducting in‑depth negotiations on academic exchange, talent cultivation, scientific and technological innovation, and achievement commercialization, so as to deliver more substantive university‑institute cooperation.
At Northwestern Polytechnical University, Secretary‑General Liu Shun and the delegation paid a special visit to Academician Yang Kunde. They held in‑depth discussions covering the cutting‑edge development of maritime science and technology, the academic development of CIN, sci‑tech awards and achievement evaluation, as well as talent training. Academician Yang spoke highly of CIN's vital role in driving industrial sci‑tech innovation and academic prosperity, shared his practical experience in participating in CIN’s initiatives, and offered valuable guidance on strengthening university‑institute coordination for the high‑quality development of maritime science and technology.

On behalf of the university, Zhang Kaifu, Vice President of Northwestern Polytechnical University, expressed gratitude for CIN's support in academician nomination and academic resource sharing. He noted that NPU attaches great importance to cooperation with CIN, and expects both sides to strengthen ties and pursue joint efforts in academic exchange, talent cultivation, sci‑tech innovation and achievement commercialization.
After the meeting, the delegation visited the Secretariat of Shaanxi Society of Aeronautics and Astronautics. A symposium was held with department heads and faculty representatives from the Office of Science and Technology Research, Northwestern Polytechnical University Association for Science and Technology, the School of Marine Science and Technology and the journal editorial department of Northwestern Polytechnical University. The team gained a full picture of the university's education, research, teaching and journal development, with thorough discussions on discipline construction and research collaboration.

At Xi'an Jiaotong University, the delegation held a symposium with experts and faculty representatives from the Office of Scientific Research, University Association for Science and Technology, the Faculty of Electronic and Information Engineering, the School of Mechanical Engineering, the School of Energy and Power Engineering and the School of Aerospace Engineering. Relevant research teams presented their frontier research fields and innovative achievements for in‑depth exchanges.
During the discussion, Secretary‑General Liu Shun briefed participants on CIN's progress in institutional development, academic exchanges, young talent support, sci‑tech achievement evaluation, award application, standard formulation and sci‑tech journal development. He stressed that CIN stays focused on the core missions of maritime sci‑tech innovation and talent cultivation. The association keeps building high‑end platforms for academic exchange and technical services, promotes the deep integration of industry, academia, research and application, and provides solid backing for the high‑quality development of maritime science and technology.
This exchange enabled both sides to reach a consensus on closer cooperation in priority areas including talent nomination, young talent support and scientific achievement evaluation.
