China Institute of Navigation's Notice on Carrying Out the Evaluation of Scientific and Technological Achievements for 2026

To all relevant entities:
In order to further leverage the guiding role of scientific and technological achievements in the development of the maritime field, and in accordance with the Management Measures for Scientific and Technological Evaluation of the China Institute of Navigation and the annual work arrangements, the relevant matters regarding the evaluation of scientific and technological achievements for 2026 are hereby notified as follows:
- Acceptance Period
Applications for achievement evaluation are accepted throughout the year. The scientific and technological achievement evaluation work of the Institute is subject to the supervision and guidance of the National Office for Science and Technology Awards and the China Association for Science and Technology. It reviews, evaluates, and issues technical certification documents for scientific and technological achievements in accordance with established procedures and requirements. In line with the Institute’s arrangements for scientific and technological awards in 2026, projects that complete scientific and technological achievement evaluation by September 15, 2026, will be eligible to apply for the China Navigation Science and Technology Progress Award and the Technology Invention Award of the current year.
- Scope of Acceptance
The evaluation of scientific and technological achievements primarily focuses on research outcomes in the fields of technology development, social welfare, and standard formulation. Scientific research institutions, universities, enterprises, institutions, or individuals meeting the relevant criteria may apply for the evaluation of their scientific and technological achievements. Projects submitted for evaluation must be non-classified; classified projects will not be accepted. The same scientific or technological achievement may only be evaluated once within the same year, and multiple applications from different units for the evaluation of the same achievement are not permitted.
- Materials to Be Submitted
Please log in to the Science and Technology Service Information System of the China Institute of Navigation at http://kjfw.cinnet.cn to download relevant documents such as the agreement and management measures for reference, and complete the forms as required. The system operation manual is attached.
