Notice on Soliciting the First Batch of 2026 China Institute of Navigation Group Standards

To relevant entities:

  In order to meet the development needs of group standards in the navigation field, thoroughly implement the "Regulations on the Management of Group Standards" issued by the Standardization Administration and the Ministry of Civil Affairs of the People's Republic of China, and increase the effective supply of group standards, we are now launching the solicitation for the first batch of 2026 China Institute of Navigation group standards in accordance with the “Group Standards Management Measures” of "China Institute of Navigation.

I. Application Principles

1.The proposed group standards should facilitate the promotion of scientific and technological achievements in various aspects of the navigation field, including water transportation, engineering, construction, services, and management. They should be conducive to improving social, economic, and ecological benefits.

2. The proposed group standards shall comply with relevant laws and regulations, without any conflict with national industrial policies, and duplication or conflict with existing national standards, industry standards, or other applicable standards.

3. The proposed group standards shall aim to meet market and innovation needs, focus on new technologies, new industries, new business forms, and new models, and fill gaps where standards are currently lacking.

4. The scope of the proposed group standards includes, but not limited to, the following areas: navigation safety, port engineering, logistics engineering, intelligent shipping, ship machinery and electrical systems, waterway engineering, maritime remote sensing, ship design, offshore engineering, environmental protection and ecology, maritime safety assurance, communication and navigation, salvage and diving, marine economy, passenger and cargo transportation, ship management, maritime administration, seafarer management, water transportation management, green and low-carbon development, port equipment, emergency rescue, and related fields.

II. Application Requirements

1. Enterprises, public institutions, and social organizations with legal person status may submit applications for project initiation.

2. The main drafting organization(s) of the standard shall possess business capabilities relevant to the content of the standard.

3. The principal drafters of the standard shall have professional technical expertise, be familiar with standard drafting rules, and possess strong organizational and coordination skills as well as good writing abilities.

4. Joint applications by multiple organizations from industry, academia, research institutions, and end users are encouraged.

5. Prior to application, applicants may check whether relevant standards already exist through the National Public Service Platform for Standards Information (https://std.samr.gov.cn/) or other channels.

III. Submission of Materials

Applicant organizations shall log in to China Institute of Navigation Group Standard Information Platform (https://ttbz.cinnet.cn/) and complete the required online submission by May 31.
