From October 31 to November 2, 2025, the 2025 Annual Academic Symposium of the Communication and Navigation Professional Committee (CNPC) of the China Institute of Navigation (CIN) was successfully held in Chongqing. The conference was hosted by the China Institute of Navigation, organized by the CNPC, and co-organized by Chongqing Yangtze River Communication Equipment Co., Ltd. and the National Engineering Research Center for Ship Navigation Systems at Dalian Maritime University.
The event attracted over 70 experts, scholars, and distinguished guests from more than 40 universities, research institutions, government agencies, and related enterprises across the country. Participants engaged in in-depth exchanges and discussions centered on the theme “Empowering High-Quality Development of the Maritime Industry with Intelligent Communications and Navigation,” addressing cutting-edge topics such as polar inertial navigation, multimodal intelligent computing, offshore low-altitude intelligent networking, and satellite-independent autonomous navigation.

Forum on Empowering the Maritime Industry with Intelligent Communications and Navigation
Ms. Liu Ying, Deputy Secretary-General of CIN, delivered the opening speech. She extended a warm welcome to all attendees, stating that this seminar is a distinctive academic exchange event designed to effectively promote the healthy development of maritime technology research, achievement exhibition, and technical exchange. She expressed the hope that participants would engage in deep discussions on critical issues such as breaking through technological bottlenecks and promoting industrial collaborative development, fostering genuine intellectual and knowledge sharing, thereby making new and greater contributions to building China into a strong maritime nation, transportation power, and shipping power.

During the keynote report session, Professor Liu Wen from Wuhan University of Technology presented on “Multimodal Intelligent Computing for the New Generation Shipping System”; Professor Lin Bin from Dalian Maritime University delivered a report titled “Key Technologies for Offshore Low-Altitude Digital Intelligent Networking”; Mr. Wang Jiancheng, representing the team of Professor Ben Yueyang from Harbin Engineering University, presented on “Polar Inertial Navigation Technology and Applications”; Mr. Yao Gaole, Technical Head of the AIS National Data Center at Tianjin Aids to Navigation Office, North Sea Navigation Security Center, Ministry of Transport, reported on “Development Status, Challenges, and Future Layout of AIS/VDES Technology”; Mr. Liu Wei, Director of the Optical Inertial Navigation Department at CSSC Marine Technology Co., Ltd., presented on “Development and Application of Marine Fiber Optic Gyrocompass Technology”; Mr. Zhai Lixin, President and General Manager of Sichuan Hanxing Hangtong Technology Co., Ltd., gave a report titled “Innovation and Application of Navigation Technology in Satellite-Denied Environments.”



Keynote Reports
International Frontier Technology Lecture and Exchange Session on Communications and Navigation
In the afternoon session on international frontier technologies in communications and navigation, presentations were given by Mr. Cai Yuliang, Director of the Science and Innovation Test Center at China Classification Society; Ms. Sun Qian, Chief Researcher at the Waterborne Transportation Research Institute, Ministry of Transport; Mr. Yang Yi, Director of the Maritime Surveying and Mapping Department, South China Sea Navigation Security Center, Ministry of Transport; Researcher Tian Chi from the Eighth Research Academy of China State Shipbuilding Corporation Limited; and Professor Jiang Yi from Dalian Maritime University. They shared insights on topics including intelligent ships, satellite augmentation systems, S-100 digital maritime services, new-generation VTS, and the regulatory framework for communication system conventions.


Frontier Lectures
The insightful sharing by experts at this seminar on the latest research achievements and industrial application cases in the field of communications and navigation technology not only provided attendees with new perspectives and experiences but also opened new avenues for addressing pain points within the industry and its applications. Moving forward, CNPC will continue to focus on new technologies, demands, and trends within the field, contributing more to promoting high-quality and high-level development of the maritime industry.

On the evening of October 31, CNPC also convened the 2025 Annual Meeting of the Leadership of its Ninth Committee. Chaired by the Committee Secretary-General, the meeting reviewed and refined the Committee’s Work Plan and also discussed and finalized the work plan for the Committee for the year 2026.
