Public Notice on the Proposed Candidates for Leading Positions of China Institute of Navigation
the 10th Standing Council Meeting of the 9th Council has reviwed and approved the proposed basic information of 13 candidates, including Yan Xinping, for leading positions, in accordance with the relevant provisions of the "General Rules for the National Societies of the China Association for Science and Technology" and the "Notice of the General Office of the China Association for Science and Technology on Issuing the 'Guidelines for the Re-election Work of the National Societies of the China Association for Science and Technology'" (Kexie Ban Fa Chuang Zi [2021] No. 33), and in line with the re-election arrangements of China Institute of Navigation. The public notice period is from September 16 to September 22, 2025 (5 working days).
The list of personnel for public disclosure is as follows:
- Yan Xinping, male, born in July 1959, member of the Communist Party of China, Han ethnicity, native of Pingxiang, Jiangxi Province, academician of the Chinese Academy of Engineering, holds a doctoral degree. He currently serves as Director of the Academic Committee of Wuhan University of Technology and Director of the National Key Laboratory of Waterway Traffic Control. He is nominated for the position of Chairman of the 10th Council of the China Institute of Navigation.
2.Li Shixin, male, born in September 1959, member of the Communist Party of China, Han ethnicity, native of Luan County, Hebei Province, holds a bachelor's degree. Formerly the Level-I Inspector (bureau director level) of the Maritime Safety Administration of the Ministry of Transport, currently serving as the Vice Chairman of the China Institute of Navigation, he is nominated for the position of Vice Chairman of the 10th Council of China Institute of Navigation.
3.Lin Ji, male, born in April 1970, member of the Communist Party of China, Han ethnicity, native of Shaoxing, Zhejiang Province, holds a bachelor's degree. Currently serving as Deputy General Manager and Party Leadership Group Member of China COSCO Shipping Corporation Limited, he is nominated for the position of Vice Chairman of the 10th Council of the China Institute of Navigation.
4.Song Rong, male, born in December 1972, member of the Communist Party of China, Han ethnicity, native of Changli, Hebei Province, holds a master's degree. Currently serving as Deputy General Manager and Party Committee Member of China Merchants Group, he is nominated for the position of Vice Chairman of the 10th Council of China Institute of Navigation.
5.Zhou Jingbo, male, born in March 1963, member of the Communist Party of China, Han ethnicity, native of Harbin, Heilongjiang Province, holds a master's degree. Currently serving as Chief Consulting Expert at the Strategy and Innovation Research Institute of China Communications Construction Group, he is nominated for the position of Vice Chairman of the 10th Council of China Institute of Navigation.
6.Zhang Baochen, male, born in May 1960, member of the Communist Party of China, Han ethnicity, native of Fuxin, Liaoning Province, holds a master's degree. Formerly President of the Waterborne Transport Research Institute of the Ministry of Transport, currently serving as Vice Chairman of the China Institute of Navigation and President of the International Association of Institutes of Navigation, he is nominated for the position of Vice Chairman of the 10th Council of China Institute of Navigation.
7.Wang Lei, male, born in November 1969, member of the Communist Party of China, Han ethnicity, native of Haining, Zhejiang Province, holds a bachelor's degree. Currently serving as Director and Deputy Party Committee Secretary of the Rescue and Salvage Bureau of the Ministry of Transport, he is nominated for the position of Vice Chairman of the 10th Council of China Institute of Navigation.
8.Zhao Yan, male, born in April 1969, member of the Communist Party of China, Han ethnicity, native of Beizhen, Liaoning Province, holds a bachelor's degree. Currently serving as President and Deputy Party Committee Secretary of China Classification Society, he is nominated for the position of Vice Chairman of the 10th Council of China Institute of Navigation.
9.Feng Yue, male, born in March 1980, member of the Communist Party of China, Han ethnicity, native of Tangshan, Hebei Province, holds a master's degree. Currently serving as Vice President and Party Committee Member of the Waterborne Transport Research Institute of the Ministry of Transport, he is nominated for the position of Vice Chairman of the 10th Council of China Institute of Navigation.
10.Dai Mingxin, male, born in September 1968, member of the Communist Party of China, Han ethnicity, native of Taizhou, Jiangsu Province, holds a doctoral degree. Currently serving as Director and Deputy Party Committee Secretary of Tianjin Research Institute for Water Transport Engineering of the Ministry of Transport, he is nominated for the position of Vice Chairman of the 10th Council of China Institute of Navigation.
11.Xu Minqiang, male, born in July 1969, member of the Communist Party of China, Han ethnicity, native of Quanzhou, Fujian Province, holds a doctoral degree. Currently serving as Party Committee Secretary of Dalian Maritime University, he is nominated for the position of Vice Chairman of China Institute of Navigation.
12.Chu Beiping, male, born in May 1972, member of the Communist Party of China, Han ethnicity, native of Laiyang, Shandong Province, holds a doctoral degree. Currently serving as Deputy Party Committee Secretary and President of Shanghai Maritime University, he is nominated for the position of Vice Chairman of the 10th Council of China Institute of Navigation.
13.Liu Shun, male, born in December 1968, member of the Communist Party of China, Han ethnicity, native of Yexian County, Shandong Province, holds a doctoral degree. Currently serving as Executive Secretary-General of the China Institute of Navigation and engaged in policy advisory research at Social Science Research Institute of Dalian Maritime University, he is nominated for the position of Secretary-General of the 10th Council of China Institute of Navigation.
During the publicity period, should there be any objections to the above-nominated candidates, please submit a written statement to the Secretariat of China Institute of Navigation within the specified period. Individuals should provide the basis for the objection, along with their real name, affiliated organization, and contact number. Units should affix their official seal to the submission. Anonymous objections and those submitted after the deadline will not be accepted.
