Local Maritime Department in Linxia, Gansu, Fully Promotes "Four Modernizations" Construction

Upstream of the Yellow River, the mother river of the Chinese nation, nestled in the transitional zone between the Loess Plateau and the Qinghai-Tibet Plateau, as well as between the agricultural areas of the Central Plains and the pastoral regions of the west, lies the ancient and mysterious land of Linxia Hui Autonomous Prefecture. With a water area of approximately 248 square kilometers, accounting for 60% of the total water area of Gansu Province, Linxia's water transportation primarily focuses on short-distance passenger transport, tourist transport, and ferry services. The number of vessels here ranks first in the province, making it a top priority for water transportation safety management in Gansu.

As the regulatory service department for water transportation safety, the Local Maritime Bureau of Linxia Hui Autonomous Prefecture (hereinafter referred to as the Linxia Maritime Bureau) has established a leading group for the "Four Modernizations" construction in maritime affairs. Combining the actual work situation, it has formulated the Implementation Plan for the "Four Modernizations" Construction in Maritime Affairs and the Task Decomposition Table for the "Four Modernizations" Construction in Maritime Affairs, breaking down the construction tasks into 22 specific works and 49 specific measures, clarifying priorities, and fully advancing the practice of the "Four Modernizations" construction in maritime affairs to serve local economic and social development.

Adhering to the Revolutionary Direction and Prioritizing Political Construction

Revolutionary direction is the political requirement for maritime teams to hold high the revolutionary banner. The Linxia Maritime Bureau always integrates the political construction of the Party into the entire process of its work.

Emphasizing political functions and ensuring solid and effective theoretical learning. The Party branch always regards learning as a significant task, educating and guiding all staff and cadres to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, using it to arm their minds, guide practice, and promote work. Through thematic education, "Three Meetings and One Class", special Party lectures, and thematic Party day activities, in-depth study of the Party's innovative theories has been conducted. In the past two years, the Linxia Maritime Bureau has organized Party branch secretaries to deliver Party lectures, jointly carried out "Party branch co-creation and co-construction" practical activities, and revisited the oaths of joining the Communist Party of China (CPC). It has also held 33 reading classes and 28 seminars, fostering a good atmosphere of learning, thinking, understanding, and practicing throughout the bureau and creating new momentum for work.

Standardization is the normative requirement for maritime teams to properly fulfill their duties.

The local maritime bureau of Linxia Prefecture  prioritizes safety work. It organizes and holds the prefecture-wide waterway traffic safety work conference every year, arranges and deploys various tasks related to waterway traffic, and signs responsibility letters with county maritime departments (bureaus), social force rescue stations, towns with ships, and water transport enterprises layer by layer, ensuring that responsibilities are assigned to each individual. It strengthens the supervision in the key periods, inspects the six maritime institutions, key water transport enterprises, and ferry terminals, supervises and rectifies existing problems and hidden dangers in a timely manner, making sure that the water transport and maritime institutions and the water transport enterprises shoulder the main responsibilities of the territorial supervision .

It is essential to ensure not only the safety of navigation but also the cleanliness of the water zones. In line with the working spirit of water pollution prevention and control and the relevant requirements of the river chief system, the local maritime safety administration of Linxia Prefecture concentrating on water pollution prevention and control as well as dock garbage remediation, has steadily carried out special actions on garbage-free control  at ferry terminals and navigable waters to guarantee the cleanliness of the navigable waters under its jurisdiction.

As the sole sub-center  outside the  service hall of the government of Linxia Prefecture, the branch of the maritime safety administration has earnestly implemented the deployment requirements of the committee of Linxia Hui Autonomous Prefecture  and the prefectural government, to advance the reform of "decentralization, management and service". It carried out a series of reforms to streamline administration and institute decentralization, combine decentralization and management, and optimize services, offering "simple, convenient and efficient" services to the employees in the waterway transportation industry throughout the prefecture and establishing a favorable image of the water transportation and maritime department.

Specialization is the standard requirement for the performing ability of maritime teams. The  Maritime Safety Administration of Linxia Prefecture takes the initiative to offer high-quality and efficient services to the masses by constantly enhancing the professional level.

With the support of relevant departments, Linxia Prefecture has established the local maritime administration command center of Linxia Prefecture, state and county-level maritime administrative agencies, and three-level video supervision systems for water transport enterprises, and installed the video monitoring equipment  for all types of operating ships in Linxia Prefecture It also took full use of the information technologies such as AIS and ship video monitoring to realize the information management of ships, waterways and docks and the in-depth integration of high-tech and information means on waterway traffic safety supervision , forming an all-round and three-dimensional water traffic safety management system and the long-term mechanism.

To enhance the safety management of waterway traffic, the  Maritime Safety Administration of Linxia Prefecture guided the  water transport maritime management agencies, water transport enterprises, and crew members in the counties to jointly establish 11 social force rescue stations. It also carried out joint drills of water research and rescue, constantly testing and improving the practicability and operability of various emergency rescue plans to ensure that they can be deployed, utilized, and successful at critical moments.

Gansu Province has been designated as one of the first batch of pilot provinces for the optimization of small ship inspection in China. As a significant ship inspection organization in the province, the Maritime Safety Administration of Linxia Prefecture has formulated the Implementation Plan for the Optimization of Ship Inspection and Supervision Management in Linxia Prefecture in accordance with the requirements of the documents and the actual work situation within its jurisdiction. The plan exempted the annual inspection on ships with 12 passengers and below , effectively addressing the issue of "anxiety and concern" raised by the people in the field of ship inspection, standing the sublimation of the practical activity of "I do practical things for the masses - ships’ inspection is delivered to the hand to them".

"Building a well-connected Linxia" is one of the goals of "Six Linxia" put forward at the 13th Party Congress of the Linxia Hui Autonomous Prefecture, as well as an important guarantee for promoting economic and social development in the prefecture. The Ministry of Transport carried out the pairing assistance in the area of Liupan Mountains, providing a favorable opportunity for Linxia Prefecture. And with the care and support given by the Department of Transport of the provincial government of Gansu, Water Transport Development Center of Gansu, and Department of Transport of Linxia Prefecture, as well as the concerted efforts of all cadres and staff of the Linxia Prefectural Local Maritime Bureau, Linxia planned and declared projects for comprehensive improvement of the navigation channels along the Yellow River mainstream in the basin of Linxia, and the shipping project from Dahejia to Bingling Temple along the Yellow River, which have all been included in the "14th Five-Year Plan" project base of the Ministry of Transport. The implementation of these water transport projects will make positive contributions to safeguarding regional economic and social development, comprehensively improving the appearance of the river network and water system in the area, and creating modern waterway transportation facilities and management systems.

Adhering to Professional Standards and Fostering United Efforts through Strict Management and Generous Care

Professionalism is the requirement for enhancing the cohesion and combat effectiveness of the maritime team. Closely consistent to the requirements of the "four modernizations" of maritime affairs, the Maritime Bureau of Linxia Prefecture focuses on "emphasizing learning, emphasizing unity, strict discipline, strengthening service, and fostering a clean work style," and promotes the continuous upgrading of team building through "ten activities", namely creating a civilized unit on the prefectural level, a standardized and demonstration party branch, poetry recitation contests, water search and rescue drills, calligraphy exhibitions, knowledge competitions, keynote speeches, and knowledge lectures.

To strengthen talent cultivation and improve their professional skills, the Maritime Bureau of Linxia Prefecture organized multiple water skills training sessions and selected backbones to participate in various training courses such as the national registered ship surveyor test, the national channel management and maintenance annual report statistics training, the provincial transportation industry safety production supervision training, and the provincial water transport industry legal education and training. Through a series of training seesions, the personnel in the relevant departments enhanced their political awareness and professional competence significantly.

In recent years, the Maritime Bureau of Linxia Prefecture was successively awarded the title of "Advanced Collective with a Good Image and Good Brand of the Fourth Maritime 'Three Modernizations'," the "Advanced Collective in the National Special Rectification Work for Radio Order Management on Water". It was also recognized as the "Advanced Collective in the Provincial Transportation Industry" by the Department of Human Resources and Social Security and the Department of Transport of Gansu provincial government, as well as the "Model Collective for Ethnic Unity and Progress" and the "Advanced Collective in Poverty Alleviation" by the Party Committee and government of Linxia Hui Autonomous Prefecture. Two personnel were awarded the title of "Individual with Outstanding Contributions" in the national special rectification work for radio order management on water, and another two recognized as advanced personnel in the prefecture's transportation system.
