In the course of learning and education of the Party’s history, Eastern Navigation Service Center, a member of Aids to Navigation Committee of CIN remained commitment to learning Party’s history as the final goal and foothold. The center urged and guided its affiliated units to fulfill their responsibilities and duties in terms of main tasks of transportation and water safety and security.
Recently, Ningbo Aids to Navigation Department of Eastern Navigation Service Center, a member of the Aids to Navigation Committee provided technical support for the safe operation of the first offshore wind farm in Jiaxing city.
Located in Pinghu area of Hangzhou Bay, the Zheneng Jiaxing No.1 offshore wind farm project enjoys an average east-west length of 9km and a south-north width of 2 to 17km, with a planned sea area of about 84 km² and a planned capacity of 300MW. At present, all wind turbines have been installed. After they are put into operation, they will save 230,000 tons of standard coal, reduce the emission of greenhouse gas-carbon dioxide and sulfur dioxide by 510,000 tons and 4,474 tons respectively each year. This is critical to environment protection, optimization of reginal energy structure, promotion of industrial upgrading and acceleration sustainable development of regional social economy.
The transportation environment of the vicinity of the project is complex, as there are many regular routes including South Channel, Hangzhou Bay (Jinshan Channel), Shanghai Petrochemical Coal Transportation Channel, Dushan Harbor Approach Channel, Ningbo-Dushan Harbor Small Ship Route (JXG01-2 Route), Ningbo-Dushan Harbor Medium and Large Ship Route (JXG01-2 Route), and many anchorages including Dushan Anchorage, Chenshan Anchorage, Zhapu Joint Inspection Anchorage. There was potential safety hazard when ships entered the wind farm by mistake and made a crash with the wind turbine.
In order to secure safety of the wind turbine and ships, Ningbo Aids to Navigation Department installed one light beacon on each of the wind turbine tower platforms of No.1, No.11, No.22, No.32, No.53, No.74, No.64 and No.54 in the wind farm according to design requirements, and installed AIS physical beacons on 4 SPS points (important devices on the periphery of the offshore wind farm) so as to mark the location and range of the wind turbine.
The operators from Ningbo Aids to Navigation Department who overcame difficulties such as limited time and heavy work, kept working for more than 10 hours and successfully fulfilled this task, which served as a sound guarantee for the safety of the wind turbine during the operation period and the safety of passing ships.
In addition, the Zheneng Jiaxing No.1 offshore wind farm is promoting the installment of electronic fence which will be under the continuous follow-up as well as the technical support and guarantee by Ningbo Aids to Navigation Department of Eastern Navigation Service Center. As a “double insurance” for the safety of the wind farm waters, the two units will serve the people and promote development as a reflection of effectiveness of the learning and education of Party’s history.
