Liu Shubin, male, born in January 1965, is a member of the Communist Party of China. He holds a master's degree and is a senior economist (professor-level). He serves as the Deputy Director of the Professional Committee on High-Quality Development of Inland Water Transport under the China Institute of Navigation.
He has successively held positions such as Head of the Personnel and Labor Department at the Service Center of the Ministry of Transport, Researcher, Deputy Director, and Director of the Comprehensive Division of the Personnel and Labor Department of the Ministry of Transport, Director of the Institutional Organization and Staffing Management Division of the Personnel and Labor Department of the Ministry of Transport (during which he was seconded as Assistant to the Director of the China Rescue and Salvage Bureau and concurrently served as Head of the Organization Department and the Personnel and Education Division), Deputy Director-General of the Personnel and Education Department of the Ministry of Transport, and Secretary of the Party Committee, Deputy President, and Member of the Party Committee of the China Waterborne Transport Research Institute of the Ministry of Transport. Currently, he serves as the President, Deputy Secretary of the Party Committee, and Member of the Party Committee of the China Waterborne Transport Research Institute of the Ministry of Transport.
