Notice of China Institute of Navigation on Organizing the Selection of Candidates for Academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering in 2025

All Relevant Units,

In accordance with the unified work arrangement organized by the General Office of China Association for Science and Technology to select candidates for academician of China Academy of Sciences and China Academy of Engineering in 2025, we are now launching the selection of work for member units and branches affiliated with China Institute of Navigation to recommend candidates for academicians of the Two Academies. The relevant matters are hereby notified as follows:

  1. Requirements for the Selection of work

(I) Channels for Recommendation

       1. Member units and branches affiliated with the China Institute of Navigation.

       2. Local Institute of Navigation may submit their recommendations to our institute after undergoing a comprehensive review and approval process coordinated by the local provincial-level associations for science and technology.

       3. Recommendations and applications from individuals will not be accepted.

(II)Selection Quota

The selection quotas of the Institute in 2025 include continued quotas and new quotas.

1.Continued Quotas. Candidates who were recommended by the Institute and nominated by China Association for Science and Technology (CAST) in 2023 as effective academician candidates, and who meet the standards and conditions for academician candidates in 2025 and have the willingness to continue being recommended (nominated) by CAST, will be directly submitted to CAST after the Institute's review and approval. The continued quotas will not change the candidates or the academies.

2. New Quotas. The new quotas in 2025 by our association include basic quotas, orientated quotas, and preferred quotas.

3. Academician candidates can only be recommended (nominated) by one way (either by academicians or by national academic organizations under CAST). Those recommended (nominated) by the Institute cannot be selected by other methods or channels.

II. Qualifications for Academician Candidates

 (I) Qualifications for Chinese Academy of Sciences (CAS) Academician Candidates. The candidates to be recommended should meet the following standards: be Chinese citizens; abide by the Constitution and laws; love the country; show proper academic styles and upright conducts engage in research work in the fields of natural science, technical science, and engineering science; make achieved systematic and creative important accomplishments in the field of science and technology; have outstanding contributions to China's scientific and technological cause or the progress of human civilization.

(II)Qualifications for Chinese Academy of Engineering (CAE) Academician Candidates. The candidates to be recommended to CAE should meet the following requirements: abide by the Constitution and laws, love the country, have proper academic styles and upright conduct; have major and creative achievements and contributions in engineering science and technology, and hold titles with Chinese nationality such as ‌Professorate Senior Engineer‌, Researcher, Professor, or equivalent titles.

 (III)  Both continued and new candidates shall be formal individual members of China Institute of Navigation(CIN)and should meet the qualifications for academician candidates. The new candidates will be tilted in the following directions:

1.The young and middle-aged scientific and technological talents. Academician candidates of the CAS will mainly consider individuals below 55 years old;

2. Scientific and technological talents in remote areas in western China ( Guizhou, Yunnan, Guangxi, Gansu, Qinghai, Ningxia, Tibet, Xinjiang, and Inner Mongolia and Xinjiang Production and Construction Corps). Academician candidates of CAE will priorly consider those who have worked in western remote areas in China for a cumulative period of 20 years or above;

3. Scientific and technological talents in scientific and technological enterprises or emerging research and development institutions.

4. The age of an academician candidate shall not exceed 65 years old (born on January 1, 1960 or later).

5. Those who were successively recommended as effective candidates of CAS in 2019, 2021 and 2023, and who were nominated as effective candidates of CAE in the same years, will have their qualifications as candidates suspended for one year in 2025.

6. Individuals who have been disciplined for moral misconduct, serious academic misconduct and violation of scientific and technological ethics, as well as those with violation of discipline and law and are still under the period of influence, or those who have committed serious violation of discipline and law, are not allowed to be nominated as academician candidates.

7. In principle, leaders at or above the division level in the Party, government organs and organs (units) managed in accordance with the Civil Servants Law, as well as corporate executives, shall not be nominated as academician candidates during their tenure. The military system shall follow the same principles. Chief scientists, chief engineers, and other full-time technical leaders of enterprises, as well as heads of research institutions affiliated with enterprises, who meet the requirements could be nominated as candidates. Individuals serving as corporate executives and concurrently holding positions such as chief scientist, chief engineer, or head of a research institution affiliated with the enterprise shall not be nominated as candidates. The specific scope of personnel shall be implemented in accordance with the relevant regulations of CAS and CAE.

8. The selection of scholars and experts of Chinese nationality from Hong Kong, Macao Special Administrative Region and Taiwan Province shall be in accordance with the relevant requirements of CAS and CAE.

All recommending units should read and study the above content and implement according to the requirements. CIN will set up an expert committee for selection, a material review group, a working group for selection of academician candidates, and formulate a work plan and implementation details and submit them to the CAST after reviewing and approving processes including the evaluation meeting and the president's office meeting.

III. Required Documents & Submission Guidelines

 (I) Candidates shall log in to the "CAST Intelligent Evaluation System" (https://kecaihui.cast.org.cn, referred to as the System") to complete the required information online. Specific procedures and formatting requirements can be found in "2025 CAST Guidelines for the Recommendation of Academician Candidates" (including the Key Points for Formal Review of 2025 CAST Academician Candidates) published in the "Announcements" section of the evaluation system. All candidates (including carry-over nominees) shall strictly comply with these guidelines.

(II)Candidates shall submit their materials to China Institute of Navigation with the "Recommendation Code." The Recommendation Code serves as a crucial identifier for establishing the recommendation (nomination) relationship. Candidates shall  contact the CIN liaison officer to have the code obtained.

 (III)  Requirements for Candidate Materials

(I) Materials for Academician Candidates of Chinese Academy of Sciences 

1. Candidates shall complete the recommendation materials online via the evaluation system as prompted, and upload necessary attachments;

2. Candidates shall submit the following paper original documents to  China Institute of Navigation, including: 1 copy of the Confidentiality Review Certificate for Recommendation Materials with signature and seal, 1 copy of the Review Comments from the Candidate's Affiliated Unit, and 1 copy of the Candidate's Social Impact Assessment Report.

(II)Materials for Academician Candidates of CAE (Chinese Academy of Engineering)

1. Candidates shall fill in the nomination form online through the review system according to the system prompts and upload the necessary attachments.

2. Candidates shall submit the following signed (and stamped) original hardcopy documents to the nominating organization: Nomination Form: Personal Statement, and Institutional Endorsement Page (signed and stamped) (4 copies each);Signed Declarations: "Eight Prohibitions" on CAE Academician Selection Discipline (1 original copy signed by candidate), and Measures to Prevent Lobbying During CAE Academician Selection (1 original copy signed by candidate);Presentation Materials: Self-introduction voice-over PPT (MP4 format, strictly limited to 15 minutes), CD containing non-voiced PPT version (1 copy), Printed PPT slides (2 copies), Confidentiality Certification for PPT content (stamped by candidate's institutional security department, 1 copy);Social Impact Assessment Report: Signed and stamped by candidate's institution (1 original copy) (a detailed explanation shall be provided on whether the candidate has been subject to sanctions for violations of regulations, disciplines, or laws, as well as the circumstances and resulting negative social impacts in aspects such as scientific research integrity, work style and academic ethics, and online public opinion. A clear conclusive opinion on the above-mentioned matters shall also be given.)

3.Requirements for Submitting Materials

(1)Materials shall be submitted in complete , and all paper copies of the materials must be completely consistent with the corresponding electronic documents.

(2)Each recommending unit shall complete the online submission before May 20. The paper materials shall be sent to the China Institute of Navigation before May 20 (subject to the mailing date). Recommendations will be invalid if the submitted materials do not meet the requirements or are submitted after the deadline.

(3)All submitted materials shall not involve state secrets, work secrets, or important sensitive matters. Those who violate the confidentiality regulations will be disqualified from the candidacy.
