Notice on Issuing the Key Work Plan for Popular Science Education of China Institute of Navigation in 2025

To all branches, navigation science popularization education bases of China Institute of Navigation (CIN), and all local navigation societies:
In order to continuously enhance the popular science capacity building of CIN and strive for innovation, the Navigation Science Popularization Working Committee has carefully studied and formulated the key work plan for popular science education in 2025. The plan is now issued to all relevant units, with specific contents as follows:
I. Key Work
1.Organize the 2025 national navigation science popularization season activities. Combining the themes and relevant requirements of the 2025 China Navigation Day and the National Science Popularization Month, with the theme of “Sailing Towards the Future, Dreaming and Exploring New Horizons”, plan and organize a series of activities for the “National Navigation Science Popularization Season” from July to September. The activities will focus on popularizing navigation knowledge, disseminating navigation culture, and promoting the spirit of navigation in the new era among teenagers. The opening ceremony will be held in Qionghai City, Hainan Province, on the morning of July 10th, and the closing ceremony will be held at the end of September. During this period, a series of lectures such as “Craftsmanship in Navigation”, navigation science popularization knowledge contests, summer camps, youth navigation painting and calligraphy competitions, and “Water Safety Knowledge Entering Campuses” will be launched as quality popular science activities.
2.Strengthen the construction of national navigation science popularization education bases. Strive to add 18 new bases by 2025, bringing the total number to 120, and further strengthen the construction and management of bases, and conduct review as well as evaluation work for six bases, including Tianjin COSCO Shipping Cruise Terminal, whose naming period has expired for five years.
3.Organize the recruitment and evaluation of navigation science popularization ambassadors and volunteers. Relying on member units, navigation science popularization education bases, professional committees, and local societies, organize the recommendation and application process for ambassadors and volunteers. According to the “Management Measures for Navigation Science Popularization Ambassadors of China Institute of Navigation”, conduct an overall evaluation of the work carried out by the existing navigation science popularization ambassadors, and put forward work requirements and suggestions.
4.Organize the recommendation of excellent navigation science popularization works, bases, ambassadors, and workers. Collect navigation science popularization books, electronic publications, audio-visual products, and new media works from member units, professional committees, and local societies, and finally showcase the excellent works collectively.
5.Organize annual key popular science theme activities. According to the deployment and requirements of the China Association for Science and Technology(CAST), organize professional committees, science popularization education bases, and key member units to plan and organize special navigation science popularization theme activities during important periods such as the 2025 China Navigation Day, Science and Technology Activity Week, National Science Popularization Month, and National Science Workers’ Day, further expanding the coverage of activities and enhancing their level and influence.
6.Strengthen the construction of navigation science popularization propaganda positions. Establish a matrix of new media platforms for navigation science popularization, increase the number and frequency of science popularization content published by CIN on platforms such as Popular Science in China, WeChat Official Accounts, and Sina Weibo, and guide more units and institutions in the navigation field to settle in and operate science popularization accounts on the Popular Science in China APP; carry out the collection of navigation science popularization works, and encourage science popularization ambassadors, volunteers, and bases to produce and recommend excellent works.
7.Strengthen the construction of navigation science popularization work systems. Revise and improve relevant management measures and institutional measures for the navigation science popularization education bases of CIN, the organization and implementation of navigation science popularization summer (or winter) camps, and the recommendation of excellent science popularization works and workers.
8.Strengthen navigation science popularization training and exchanges. Organize 1-2 on-site symposiums on navigation science popularization to exchange experiences, analyze problems, and promote the effective implementation of navigation science popularization work. Promote the establishment of exchange channels between navigation science popularization resources of CIN and science and technology museums across the country, facilitating cooperation between science popularization education bases, ambassadors, and volunteers with science and technology museums nationwide.
9.Actively apply for science popularization projects of CAST, striving to obtain support in terms of funds, experts, platforms, and technology, to enhance the social influence and service level of navigation science popularization.
10.Carry out the election work for the new term of the Science Popularization Working Committee. Advance the election work of the working committee in an orderly manner according to the work arrangements of CIN.
II. Implementation Requirements
1. The Working Committee for Maritime Science Popularization of CIN should earnestly fulfill its duties and play a leading role. Members should actively leverage the resource advantages of their respective professional committees and local institutes of navigation to actively promote and take the lead in science popularization work.
2. Science popularization ambassadors and volunteers should exercise their initiative, relying on the advantageous resources of their respective fields to actively carry out and participate in science popularization lectures and other activities.
3. Professional committees and maritime science popularization education bases should, in line with their own characteristics, actively implement the work requirements of the China Association for Science and Technology (CAST) and the institute carry out a variety of science popularization activities, and include science popularization work in the annual assessment.
4. The Secretariat of the institute should facilitate communication and coordination, strengthen services, and provide support for all parties to carry out science popularization work.
