Announcement of Carrying out the Application Work for the National Maritime Science Popularization Education Base in 2025

All Relevant Units,
In order to strengthen the construction of national maritime science popularization education bases, enrich the types of maritime science popularization education bases, enhance the quality and level of science popularization services, and continuously meet the multi-level and diversified science popularization needs of the public, we have decided to launch the application work for the 2025 National Maritime Science Popularization Education Bases in accordance with the "Measures for the Administration of Navigation Science Popularization Education Bases of China Institute of Navigation (see attachment, hereinafter referred to as the "Measures"). The relevant matters are hereby notified as follows:
I. Applying Targets
1.National Maritime Science Popularization Education Bases refer to venues, facilities, or sites that rely on institutions for teaching, research, production, and service, which will be open to society and the public. They have the functions of education, dissemination, and popularization of maritime science and technology. The eligible appliers include universities, exhibition halls, research institutes, enterprises, and institutions that meet the scope of Chapter 2 and the conditions of Chapter 3 of the "Measures".
2.The application unit (or the supporting unit) must be member of China Institute of Navigation. Non-member units can apply for membership first, and the application materials for the science popularization and education bases should be prepared simultaneously.

II. Recommended requirements
1. Member units of China Institute of Navigation, navigation institutes in various provinces across the country, and all branches of the institute are all eligible to act as recommending entities for the National Maritime Science Popularization Education Bases. They are responsible for organizing units within their respective systems, professional fields, or regions that meet the criteria to actively apply for the status of the Maritime Science Popularization Education Bases.
2. All recommending entities are requested to carefully deploy and organize the applying process for eligible bases within their systems, professional fields, and regions, and to select and recommend the best candidates.
III. Application method
All applying units are required to log in to the official website of China Institute of Navigation and complete the online application. They should download the relevant forms, fill them out, affix the necessary seals, and then upload the electronic versions of the materials.

The materials to be prepared include (the template of the form can be downloaded from the application system):
1. Application Form of Navigation Science Popularization Education Bases of China Institute of Navigation;
2. Basic Information Form of Full-time/Part-time Popular Science Staff;
3. Applying Report for Navigation Science Popularization Education Bases.
4. Photos of the exterior of the base (in JPG format, larger than 1Mb);
5. Regulations for the Management of Popular Science Work and other supporting materials.
IV. Acceptance and Recognition
1. In accordance with the Measures, the Scientific Popularization Work Committee of China Institute of Navigation will take the lead in organizing experts to conduct document reviews and on-site spot checks of the application bases to determine the suggested list of the national maritime scientific popularization education bases.
2. After being deliberated by the President’s Office of the Institute and following the public announcement period, the Institute will officially recognize and name them as “National Maritime Scientific Popularization Education Bases” and issue certificates and plaques accordingly.
3. The designation of the National Maritime Popular Science Education Base is valid for a period of 5 years.
V. Other Matters
1. The intended applicant should take the initiative to contact the recommending organizations, comprehend the requirements, and improve its scientific popularization work in line with the "Measures". It should also develop scientific popularization plans and management systems, actively organize various science popularization activities, and expand its scientific popularization functions.
2. During the validity period of the base designation, the Institute will organize a mid-term evaluation. Bases that fail the evaluation will be required to rectify. Those that still fail the final evaluation will have their designations revoked.
VI. Application time
The deadline for applying for this batch of navigation science popularization education bases is May 9. Please log in to the official website of China Institute of Navigation in time to make an online application.
The bases that pass the review will be awarded plaques and certificates at the "2025 National Navigation Science Popularization Season Launch Ceremony" during this year's Navigation Day.
