Notice on Soliciting the First Bunch of Group Standards of China Institute of Navigation in 2024

To all relevant units：
To meet the needs for the development of group standards in the field of navigation, to thoroughly implement the Rules on the Administration of Group Standards of the Standardization Administration of China and the Ministry of Civil Affairs, and to increase the effective supply of group standards, the collection work of the first batch of group standards of China Institute of Navigation (CIN) in 2024 is started for the whole industry in accordance with Management Measures of the Group Standards of China Institute of Navigation (CIN).
1. Application Principles
1. The application projects should be conducive to the promotion of maritime science and technology achievements in the fields of shipping, fisheries maritime and coast guard, and other areas such as waterway transportation, engineering, construction, services and management. They should enhance the safety, universality and interchangeability of products, and improve economic, social, and ecological benefits, so as to be scientific effectiveness and achieve advanced technical indicators.
2.The application projects should meet the requirements of relevant laws and regulations and may not have any conflict with the relevant state industrial policies.
3.The application projects should aim to meet market and innovation needs, focusing on new technologies, new industries, new business forms, and new models, and fill the standards gaps.
4.The scope of application projects includes navigation safety, port engineering, logistics engineering, smart shipping, ship electromechanics, waterway engineering, nautical remote sensing, ship design, offshore engineering, environmental protection and ecology, navigation support, Communication and navigation, ship salvage and diving, marine economy, Passenger and cargo transportation, ship management, maritime management, crew management, water transportation management.
2. Application requirements
1. Any enterprises, institutions and social organizations with legal personality are eligible to submit project proposals.
2. The main drafting units of the standards should have the business capabilities relevant to the contents of the standards.
3. The main drafters of the standards should have professional technical knowledge, be familiar with the rules for standard writing, and possess strong organizational and coordination abilities as well as good writing skills.
4.Collaboration with industries, universities, research institutes and end users in the development of standards is encouraged.
5. Before applying, one can check whether there are already existing relevant national or industrial standards through the “Transportation Standardization Information System”. (http://jtst.mot.gov.cn/)
2.Declaration materials
Applicant entities should fill out Project Application Form of Group Standards of China Institute of Navigation (see Attachment 1) and the Summary Form of 2024 First Batch of Group Standard Items of China Institute of Navigation (see Attachment 2) according to the attachment format. The complete application materials should be stamped with the official seal and sent to the contact person's email by March 31.
