Notice On Strengthening The Administration Of Examination And Approval For Academic Activities

All branches and departments of the Secretariat:

In order to strengthen management, standardize approval procedures, optimize activity layout, and improve its quality with greater social influence, according to the requirements of the 41st Chairman's office meeting, matters related to strengthening the examination and approval administration of academic activities of China Institute of Navigation (CIN) are hereby notified as follows. 

I. Basic requirements

(1) Academic conferences or activities hosted and organized by the Institute are supposed to be national or international with great influence on the industry, and attended by officials from important units in the shipping industry, and government or regional authorities.

(2) CIN should comprehensively assess whether the academic nature and influence of the activities are consistent with the business of and whether it is certainly beneficial to the development of the Institute before participating in any various academic conferences and activities in the name of guidance, support and co-organizer, etc.

(3) The open academic activities, hosted by the special committees and all were in the name of CIN or co-hosted with the support units of the special committees, should be included in the annual plan, with the special committees as the organizer.

Ⅱ. Declaration procedure

(1) The Academic Exchange Department of the Secretariat of CIN is responsible for accepting and summarizing the applications and consultation letters of academic conferences and activities hosted, organized, guided, supported and co-organized by the Institute, and giving suggestions after assessing the necessity and feasibility.

(2) The Secretariat should submit conferences and other activities hosted and organized by the CIN to the President's Office meeting for consideration. If it is too late to submit to the office meeting of the chairman due to tight time, a report will be signed by the Secretariat to the leadership of the Institute and examined by the President for approval.

(3) Meetings and other activities to be guided, supported and co-organized by the Institute should be signed by the Secretariat and reported to the leadership for approval.

(4) The open academic activities held by special committees should be submitted at the beginning of the year and could be held as planned with the permission of the President's Office meeting. If a temporary increase is really needed, it shall be submitted to the Academic Exchange Department of the Secretariat of the Society for review at least one month in advance, and the Secretariat shall sign the report and submit it to the president for approval.

III. Evaluation and post-evaluation

All academic conferences and activities sponsored by the Chinese Society of Navigation shall be evaluated by the main organizing institutions among the units and personnel participating in the activities, and the evaluation results shall be reported to the Academic Exchange Department of the secretariat of the Society. The secretariat of the Institute shall regularly evaluate the meetings and other activities organized by the society and report the evaluation results to the Executive Meeting of the Chairman.
