Notice of CIN on Organizing the Recommendation of the Candidate Units of HOME Cooperative Institutions

In order to further implement the Guidance of CAST on Strengthening the Work on HOME, the Department of International Cooperation of CAST intends to strengthen cooperation with science and technology institutions at home and abroad, colleges and universities, research institutions and enterprises to promote the establishment of a cooperative network on HOME and to better contact and serve overseas science and technology talents to come to China for development. In order to expand the recommendation channel, we seek help from institutes to recommend new HOME cooperation institutions. The cooperation institutions can be divided into five categories: science and technology organizations, colleges and universities as well as research institutions, platforms, investment institutions, and general institutions.
The HOME cooperative institutions are entitled to be invited to participate in HOME-related activities, and the advantages mainly include: having the priority to be recommended as partners or resident institutions of local associations for science and technology, national institutes, national offshore innovation and entrepreneurship bases for overseas professionals, HOME work bases , international R&D communities, etc.; being invited to participate in the annual meeting of CAST, the "Innovation China" Summit, the China Overseas Talents Innovation and Entrepreneurship Competition, International Promotion for the Innovation China, the annual meeting of the China Returnee Entrepreneurship Consortium, and other important events; enjoying the information push service from the HOME Office of CAST on China's science and technology policies, science and technology frontier dynamics, CAST project declaration information, and HOME-related activities, etc. The International Cooperation Department of CAST will determine the cooperation institutions based on recommendation, and the China Center for International Science and Technology Exchange will be specifically responsible for contacting the partner organization and signing a memorandum of cooperation after consultation between the two parties.
The Notice of the International Cooperation Department of CAST on the Recommendation of HOME Cooperation Institutions ( Foreign Affairs Letter of CAST, No. 74 [2022] ) is hereby forwarded to you, and each member unit is requested to make self-nomination or recommendation in accordance with the requirements of the Notice: those who meet the recommendation conditions can self-nominate; those who do not meet the recommendation conditions can recommend other qualified institutions (including overseas institutions) that have cooperation relationship, and after contacting and confirming that the institution agrees to be recommended, send the name of the institution, contact person, contact information, reasons for recommendation, etc. to the contact email of CIN by September 30. All the recommended institutions (including self-nominated or recommended by member units) should send the electronic version of the Information Form of Recommended HOME Cooperation Institutions (including the unstamped WORD or WPS version, the scanned PDF version with the seal and signature of the recommended organization) to the contact person of CIN by October 10 (Form requirements are attached to the notice). CIN will select no more than 10 candidates to recommend to CAST.
