Notice on Applying for of 2022 Navigation Science and Technology Progress Award/Navigational Invention Award

To all units concerned:
According to the relevant provisions of the Maritime Science and Technology Award Measures of CIN and annual work arrangement, CIN now starts the application and acceptance of Navigation Science and Technology Progress Award and Navigational Invention Award (hereinafter referred to as “Progress Award” and “Invention Award”). Hereby notify the related matters as follows:
Ⅰ. Time Arrangement
The deadline for accepting the 2022 Progress Award and Invention Award is 15 September (subject to the postmark date), after which it will be relegated to the next year’s submission. Each unit should do a good job in the preparation of the declaration materials and time arrangements.
Ⅱ. Award Acceptance
1. The projects applying for the Progress Award should be innovative achievements with independent intellectual property rights, which have achieved obvious economic or social benefits. The overall technology of the declaration must be applied and practically verified for more than one year, i.e. completed by December 31, 2020 for this year’s declaration.
2. Projects applying for the Invention Award should have obtained authorized intellectual property rights and the overall technology must have been applied and verified in practice for more than one year, i.e. the overall technology application should be completed by 31 December 2020 for this year’s declaration. In general, there should be no more than six (6) authors, and the first three (3) should be the inventors of the intellectual property rights listed in the “Catalogue of Major Intellectual Property Rights” table in the nomination form.
Ⅲ. Application Requirements
The templates for the 2022 Recommendation Letter for Progress Award and the Nomination Letter for Invention Award are shown in Annex 1 and 2. Please read the instructions at Annex 4 and 5 in detail before completing them. The specific requirements for the submitted materials are as follows:
1. The paper materials of the project recommendation letter (or nomination letter) and relevant certification materials shall be bound together into a book in triplicate (including one original);
2. 30 hard copies of project evaluation brief Form (Annex 3);
3. Project-related technical documents, including recommendation letter (or nomination letter), project summary report, technical report, application report, analysis report of economic and social benefits, brief form of project evaluation, basic information form (Annex 6) and other materials like evaluation and certification shall be made into the electronic form and copied into the USB flash disk (in triplicate);
4. The content of electronic documents should be consistent with paper materials. The application materials will not be returned after evaluation, if there are important documents, please back up yourself please backup them by yourself;
5. Projects must have the evaluation certificates, testing by third-party authorities, testing certificate and proof or evaluation materials such as national approval documents for relevant industries with approval requirements issued by authoritative evaluation units, such as provincial third-party evaluation agencies for scientific and technological achievements or CIN. The relevant materials should be true and complete;
6. The ranking of persons in charge and related units shall be in order of their contribution and be consistent with the technical evaluation certificates (acceptance and evaluation). If there is a dispute over the persons in charge, related units or intellectual property rights, etc., no application could be made until the dispute is resolved.
Ⅳ. Others
1. According to the national regulations for science and technology award and relevant requirements of CIN, the project with the same technical content shall not be repeated in the same year through multiple channels to apply for the same kind of award. Once found, the qualification will be canceled.
2. Applying units and individuals should strengthen the construction of scientific ethics and school tradition, follow the strict, rigorous, rigorous and serious principles of scientific and technological innovation work, advocate a scientific, rational, equal and solid style of work, and resolutely prevent the application of projects with fake innovation and pseudo-innovation and projects with false high evaluation of of scientific and technological achievements.
