Notice On Applying For China Navigation Youth Science And Technology Award And China Navigation Science And Technology Outstanding Contribution (Team) Award In 2022

Member units and relevant units:
In order to do a good job of this year’s China Navigation Youth Science and Technology Award and China Navigation Science and Technology Outstanding Contribution (Team) Award, in accordance with the relevant requirements of the national science and technology award and the relevant provisions of The Science and Technology Award of China Institute of Navigation (hereinafter referred to as The Award), the relevant matters of the application are hereby notified as follows:
Firstly, the due date of application for “China Navigation Youth Science and Technology Award and China Navigation Science and Technology Outstanding Contribution (Team) Award” starts from March 1 to April 30 (postmarked by express delivery). Overdue applications will be handled in the next period. The requirements and attachments can be downloaded and inquired through the website of China Institute of Navigation (CIN) at www.cinnet.cn. Please fill out the award recommendation form and check the materials carefully in strict accordance with the relevant provisions and requirements of The Award.
Secondly, the recommended people and units who apply China Navigation Youth and Team Award should meet the conditions:
1. China Navigation Youth Science and Technology Award. This award is selected once two years, and no more than 10 items are awarded each time.
(1) Basic Requirements:
1) The candidate should support the Party’s line, policy and guidelines, love the motherland, obey the law, have the scientific spirit of “dedication, innovation, truth-seeking and collaboration”, and decent academic style.
2) The candidate’s achievements from 2020 to 2021 should satisfy the following conditions:
① Those should achieve important innovative achievements and make outstanding contributions in the fields of navigation and natural science research.
② Those should make major and creative achievements and contributions in engineering technology and others and have significant application result.
③ Those should play a remarkable role in the promotion and transformation of scientific and technological achievements, science and technology management, science and technology popularization work, and produce significant social and economic benefits.
3) Age of participation: born after June 30, 1982 (previous winners will not be awarded repeatedly). The winner will be honored during the China Maritime Week in July this year.
(2) Recommendation requirements:
1) CIN will adhere to the principle of “openness, justice, fairness and merit”, expand the channels for identifying and selecting advanced candidates, and ensure the quality of selection with strict selection criteria.
2) The recommended candidates should be outstanding young leading talents and outstanding young scientific and technological workers who have been working in the front line of scientific research and production for a long time and insist on promoting scientific and technological progress. Their achievements should be based on scientific and technological achievements made in China. The recommended candidates should be the main accomplices or major contributors of their achievements.
3) The recommendation materials are the main basis for the evaluation of China Navigation Youth Science and Technology Award, and the innovative achievements and contributions of the applicant should be highlighted.
The recommendation material shall not involve confidential contents, and the reports of non-academic newspapers and journals shall not be regarded as the supporting materials. The electronic version of the materials and the paper materials should be consistent in content. For disinformation, CIN will execute one vote veto, and record the dishonest reputation of the unit concerned. Inaccurate materials given by candidate himself, will be regarded as scientific and technological falsification.
4) If there are two or more candidates, their rankings should be clear.
(3) Materials Requirements:
1) Recommended materials and content requirements:
① A recommendation report of the nomination unit. It should include the selection method of recommended candidates, expert evaluation, the list of experts of the evaluation group of nominated and recommending units, the confirmation of nominated and recommended candidates, evaluation publicity, etc. The report must be stamped with the official seal of the recommended unit.
② The list of experts of the evaluation group of nominated and recommending units. It should include the name, gender, age, title, work unit, etc.. And these experts should have senior technical titles, not less than three people. And two experts work for different units from the candidate. The expert recommendation form should be filled out by experts themselves (Attachment 3).
③ 1 copy of the basic information sheet (Attachment 4, please submit the Word version).
2) The candidate materials:
① A short list of candidates of CIN Youth Science and Technology Award (Attachment 1);
② The published papers and monographs (within five items, including at least one domestic scientific and technical journal paper);
③ The catalogue of major scientific and technological achievements;
④ Evidence of representative papers and monographs cited by others;
⑤ Scientific and technological achievement evaluation certificate and intellectual property certificate;
⑥ Technical evaluation and application documents;
⑦ The award of recognition; and
⑧ Other achievements and contributions documents.
The patents applied should be the authorized ones. And the relevant standards and specifications regulated (amended) should be the official text that has been promulgated and implemented. The proof of economic benefits or social and ecological benefits generated by the promotion and application shall be affixed with the financial seal of the relevant unit or a copy of the relevant contract text.
To facilitate the evaluation, the above candidate materials should be submitted as a booklet in the order of the main scientific and technological achievements catalogue in triplicate (including one original text and two copies ). And a electronic version should be copied in a USB flash drive in the same order. The recommendation of the candidate’s unit shall evaluate his political performance, integrity, moral character, achievements and contributions and academic ethics, and have clear opinions on the authenticity, accuracy and confidentiality of the materials, and stamp the official seal of the recommending unit and the specific work unit of the candidate affixed.
The application materials will not be returned after evaluation.
2. China Navigation Science and Technology Outstanding Contribution (Team) Award. This award is selected once three years, with no more than 10 prizes each time.
(1) Basic Requirements:
The recommended team should be the innovative one, which should adhere to continuous innovation. And as the main part of the projects, it should win the first prize at the provincial and ministerial level and better science and technology awards for many times in order to develop maritime science and technology and implement innovation-driven strategy in recent years. And it should create significant economic or social benefits in the transformation of achievements and high-tech industrialization. Finally, the overall application should be completed by December 31, 2021.
(2) Materials Requirements:
1) Recommended materials and content requirements:
- One report on the recommendation of the nominated unit. It includes the selection method of recommended candidates, expert evaluation, the list of experts of the evaluation group of nominated and recommending units, the confirmation of nominated and recommended candidates, evaluation publicity, etc. The report shall be affixed with the official seal of the recommending unit.
- The recommendation letter should be in 3 copies (including 1 original). The certification materials of the evaluation and recommendation should be bound together with the recommendation letter.
- The project finished by the recommended team should have the achievements evaluation certificate, the third-party authoritative certification body test, test certificate issued by the provincial and municipal third-party scientific and technological achievements evaluation agencies, CIN and other authoritative evaluation units. And the team should submit the supporting materials such as approval documents of the state’s requirements for the relevant industry. The relevant materials should be true and complete.
- Outstanding Contribution Team Award related technical documents (including award recommendations, Attachment 2), project research summary report, technical report, application report, economic and social benefit analysis report, project evaluation summary table, the project basic information sheet (Attachment 4, please submit Word version) and other evaluations that can support the recommended project, supporting materials, etc. need to be made into electronic files and be copied into a USB flash drive, and the content should be consistent with the paper materials.
- The ranking principle of the main completion persons and completion units of the project recommendation letter is in accordance with the contribution size, and the ranking is consistent with the technical evaluation (acceptance) certificate. The award for Outstanding Contribution to Marine Science and technology (Team) shall not be applied before the dispute is settled.
The application materials will not be returned after evaluation.
2) The recommended materials of the applied projects should be sent to the secretariat of CIN.
