All units participating in Assessment of senior professionals titles of Marine technical personnel:
the Ministry of Transport will carry out the Assessment of Senior Professional Title of Marine Technical Personnel in 2020, according to Guiding Opinions of Ministry of Transport on Deepening Reform of the Evaluation System of Senior Professional Titles of Ship in 2020 (Ministry of Human Resources and Social Security of the People’s Republic of China, No. 54, 2020, hereinafter referred to as the" guidance "), issued by Ministry of Transport of the People’s Republic of China. The relevant matters are hereby notified as follows:
Ⅰ. Policy Basis
The assessment of senior titles of marine technical professionals in 2020 shall be carried out in accordance with Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Issuing the Opinions on Further Deepening the Reform of Title System, Interim Provisions on the management of Title Review (Ministry of Human Resources and Social Security of the People’s Republic of China No. 40, 2019) and the Guiding Opinions.
Ⅱ. the Form of Organization
Entrusted by the Ministry of Transport, the Maritime Safety Administration of the People’s Republic of China (China MSA) shall undertake and organize the assessment of senior titles of Marine professional and technical personnel. China MSA shall be responsible for the assessment of senior professional titles of ship professionals in 2020, with the assistance of China Institute of Navigation (CIN). The specific work of collecting relevant assessment materials and the preliminary qualification examination of applicants shall be undertaken by CIN.
Ⅲ. Scope of Assessment
The professional categories of this assessment are navigation, Marine engineering, electronics and pilotage. The assessment titles are senior captain, senior chief engineer, senior ship electronic engineer, senior pilot, Among them, senior ship technical professionals and senior ship electronic engineers are being assessed for the first time.
Ⅳ. Assessment Requirement
- The application for senior professional titles of Marine professional and technical personnel shall be submitted by the applicant to the work unit. In accordance with the Guiding Opinions and the relevant requirements of Basic standards for the Assessment of Senior titles of Ship Technical Professionals, , the work unit shall review the applicant’s application materials (including certification materials, the same below) and performance of duties, recommend the best and publicize them within the work unit for 5 working days. After no objection, the work unit shall submit the application materials to China Maritime Safety Administration of the Ministry of Transport
- The application materials shall be complete and standardized. CIN conducts a preliminary examination of the application materials and puts forward suggestions for correction of incomplete and nonstandard application materials. The applicant shall make corrections within the prescribed time limit. If no corrections are made within the prescribed time limit, the applicant shall be deemed to have given up the application. The relevant forms can be found and downloaded from the website of CIN (www.cinnet.cn/ Special Column / Advanced Post Title Application) (Application Form Download).
The application materials shall be true and effective. If there is any fraud in the application materials, the application qualification shall be cancelled once confirmed, and the applicant shall not be allowed to apply for the senior title evaluation of professional and technical personnel within three years.
- Those who fail to meet the provisions and have obtained professional and technical qualifications shall have their corresponding professional and technical qualifications revoked and their certificates withdrawn; if the corresponding professional and technical posts have been appointed, they shall be dismissed.
If units fail to conscientiously perform their auditing responsibilities or produce false materials, they shall be reported and criticized according to the actual situation, and the main person-in-charge and handling personnel of the units shall be investigated for responsibility according to the relevant provisions.
The deadline for calculating the post service years of Marine professional and technical personnel applying for senior professional title in 2020 is December 31, 2020.
- The application materials shall be submitted to CIN by mail by all recommending units before March 26, 2021. The time of application shall be subject to the date of postmark. Overdue application will not be accepted.
