Notice on Inviting Young Scientific and Technological Talents of China Institute of Navigation to Participate in Journal Academic Development

Dear Young Scientific and Technological Talents of China Institute of Navigation,

      To fully implement the requirements of the Youth Sci‑Tech Talent Cultivation Programme for CAST Affiliated Institutions, give full play to the professional strengths of young sci‑tech talents, support the development of maritime academic journals, and build a two‑way empowerment platform for the growth of young talents and high‑quality journal development, China Institute of Navigation sincerely invites its nominated young sci‑tech talents to serve as Academic Editors (Assistants) and Peer Reviewers for Navigation of China and Marine Technology. The two journals are supervised by the China Association for Science and Technology (CAST) and sponsored by CIN. Appointees may leverage their expertise to boost journal development while upgrading their own academic capability.

      I. Journal Profile

      Navigation of China (CN 10‑1741/U, ISSN 1000‑4653), a bimonthly journal, is a Peking University Core Journal and China Science and Technology Core Journal. It is indexed in well‑known domestic and international databases including CSCD, JST and WJCI. It is listed as Tier T1 in the Catalogue of High‑Quality Sci‑Tech Journals in the Maritime Domain released by CAST, and has been rated “Excellent” in multiple national social‑benefit assessments and journal reviews.

      Marine Technology (CN 10‑1744/U, ISSN 1006‑1738), a bimonthly journal, is listed as Tier T2 in the above‑mentioned catalogue released by CAST. It has repeatedly obtained the "Excellent" rating in national social‑benefit evaluation, verification and journal review activities.

      II. Eligibility Requirements

      1.Hold firm political stance, abide by academic norms and uphold research integrity.

      2.Be willing to commit to journal development and have sufficient time and energy for relevant duties.

      3.Eligible candidates include CAST Youth Talent Support grantees and CIN Youth Talent Support grantees recommended by China Institute of Navigation, as well as PhD‑track talents under the CAST Youth Sci‑Tech Talent Cultivation Programme.

      4.Research areas shall match the journal’s scope of submissions. Preference will be given to scholars in disciplines including but not limited to traffic and transportation engineering, naval architecture and ocean engineering.

      5.Have published no fewer than five high‑quality academic papers as the first author or corresponding author in key domestic and international journals within the past five years.

     III. Job Responsibilities

      (I) Academic Editor (Assistant)

      1. Assist responsible editors with initial manuscript screening, coordination of external peer review, collation of revision comments, editorial processing, proofreading and academic misconduct screening to ensure journal quality control.

      2. Take part in topic planning, special‑issue manuscript solicitation, liaison for academic conferences and journal promotion, providing professional support for content innovation.

      3. Secure support from their research team and offer targeted professional advice for optimizing journal topic selection and academic positioning.

      4. Actively participate in journal‑hosted academic events and put forward suggestions for journal development.

      (II) Peer Reviewer

      1. Conduct peer review on submitted manuscripts in relevant disciplines, deliver objective and impartial review comments, and help the journal select high‑quality academic outputs.

      2. Strictly observe review confidentiality rules, complete review assignments on schedule to guarantee publication timeliness, and underpin the improvement of the journal’s academic quality.

     3. Secure support from their research team and offer targeted professional advice for optimizing journal topic selection and academic positioning.

      IV. Entitlements

  1. An official certificate will be issued for a two‑year term. Outstanding appointees may be reappointed upon expiry.
  2. Manuscripts authored or recommended by Academic Editors (Assistants) and Peer Reviewers will enjoy priority handling; accepted papers will be prioritized for publication.
  3. Fulfill assigned duties, support journal development with professional expertise and accumulate hands‑on academic experience.
  4. Gain in‑depth exposure to the journal publishing workflow, access cutting‑edge research achievements and high‑level academic evaluation criteria, and improve academic judgement and professional literacy.

       V. Application Procedures

      3. Upon editorial approval, applicants will receive certificates and work handbooks, complete pre‑service training and receive formal appointment.
