Notice on Organizing the 2026 National Maritime Science Popularization Season

To all relevant units:
To implement the newly‑revised Law of the People's Republic of China on Science and Technology Popularization and the Outline of the National Scientific Literacy Action Plan (2021‑2035), in accordance with the annual key work plan of China Institute of Navigation and the requirements specified in the Notice issued by the Department of Science Popularization of the China Association for Science and Technology on Launching the Joint Campaign of National Societies for the 2026 National Science Popularization Month, CIN will host the "2026 National Maritime Science Popularization Season" in the third quarter of 2026. Relevant arrangements are hereby notified as follows.

July 1 – September 30, 2026
III. Activity Objectives
(1) Centered on this year's National Science Popularization Month theme "Science and Technology Transform Life, Innovation Creates the Future", we will give full play to the professional strengths, expert resources and research‑education venues of various maritime disciplines. Academicians, experts and leading industry talents will be mobilized to deliver popular science lectures on cutting‑edge technologies and basic research for university students and young scientific and technological practitioners, and develop high‑quality popular science works.
(2) Popularize maritime knowledge among the public, especially teenagers, under the theme of this year's China Maritime Day "Digital and Intelligent Empowerment, Leading the Future". During China Maritime Day on July 11, 2026, a series of popular science activities will be carried out, including maritime science lectures, research‑and‑study experiences, youth summer camps, screening and exhibition of popular science works, knowledge contests and open‑house visits to venues. These activities help disseminate maritime knowledge, promote the maritime spirit of the new era and improve the public's maritime scientific literacy.
(3) Reach grassroots communities and expand the scope and depth of popular science activities. Mass‑oriented popular science events will be held focusing on maritime scientific and technological achievements and hot public topics. Maritime popular science resources and services will be delivered to campuses, communities and enterprises to continuously expand service coverage.
(4) Strengthen the planning and organization of popular science creation to improve the communication power and influence of popular science works. We will leverage the resources of popular science experts and venues, uphold the correct orientation for content creation, and encourage scientific and technical personnel to conduct diversified cooperation with publishing, traditional media and new‑media platforms. Diversified maritime popular science products will be developed to enrich high‑quality content supply and boost the communication efficiency of maritime science popularization.
IV. Key Activities
(1) Host the opening and closing ceremonies of the National Maritime Science Popularization Season.
During China Maritime Day 2026, the Opening Event of the National Maritime Science Popularization Season together with the "Masters Talk about Maritime" Popular Science Lecture will be held in Yangzhou, Jiangsu Province, kicking off the series of activities. A closing event is planned for late September to summarize and display the achievements of the Popular Science Season.
(2) Launch the "Masters Talk about Maritime" lecture series.
Maritime science popularization ambassadors, experts and volunteers will be mobilized to deliver maritime popular science lectures at schools, communities and enterprises.
(3) Organize the collection and presentation of inspiring maritime stories.
Touching stories featuring patriotism, dedication and the pursuit of excellence among China's maritime scientists and engineers will be collected. Representative stories will be shared during China Maritime Day 2026, inspiring teenagers to set scientific aspirations and pursue careers in the maritime sector.
(4) Launch the "Water‑Safety Knowledge into Campuses" Campaign.
Maritime, salvage and other water‑related institutions are encouraged to deliver lectures on water rescue and drowning‑prevention safety knowledge for students during the summer vacation and the new‑semester period.
(5) Organize the collection and exhibition of maritime popular‑science works.
Centered on the goals of building a strong maritime nation and achieving high‑level self‑reliance in science and technology, we will collect and showcase original maritime‑themed works including popular‑science books, articles and short videos.
V. Activity Requirements
All branches, member units and key popular‑science venues of China Institute of Navigation shall give play to their respective functions and resource advantages, cooperate with maritime science‑popularization ambassadors, experts and volunteers to plan and carry out popular‑science activities throughout the National Maritime Science Popularization Season. Participants shall promote the spirit of science and the spirit of scientists, foster a vibrant atmosphere for maritime science popularization, and complete activity summaries and material submission on schedule.
Specific requirements are set out below:
(1) Submit materials for featured highlight activities.
All units shall submit materials of featured highlight activities held in this year's Popular Science Season to the Secretariat of CIN by September 25, 2026. Eligible submissions refer to maritime popular‑science events conducted from July to September 2026 with distinct themes and an on‑site attendance of more than 150 participants (see Attachment 1).
(2) Report on popular‑science lectures.
All units and maritime science‑popularization experts shall submit records of delivered lectures to the Secretariat of CIN by September 25. Eligible lectures are maritime popular‑science sessions held between July and September 2026 with an in‑person audience of over 100 attendees (see Attachment 1).
(3) Submit maritime popular‑science works.
All units shall submit original maritime‑themed works including popular‑science books, online illustrated articles and short videos to the Secretariat of CIN by September 25. All submitted works shall be original and content‑compliant: popular‑science books shall be officially published between 2025 and 2026; multimedia works shall be created and released from January to September 2026 (see Attachment 2).
VI. Miscellaneous Provisions
1. CIN will select and publicly promote high‑impact popular‑science activities with extensive public participation, high‑quality and innovatively‑presented popular‑science works, as well as highly‑rated lectures delivered by distinguished expert speakers.
2. All relevant units shall submit the proposed activity information form (see Attachment 3) to the designated contact email before June 25.
