Notice on the 2026 Application for National Maritime Science Popularization Education Base of China Institute of Navigation

    To all relevant entities:

    To strengthen the construction of national maritime science popularization education bases, enrich the types of maritime science popularization education bases, improve the quality and level of science popularization services, and continuously meet the multi-level and diverse science popularization needs of the public, it has been decided to conduct the 2026 application for national maritime science popularization education bases in accordance with the “Management Measures for Maritime Science Popularization Education Bases of China Institute of Navigation” (see attachment, hereinafter referred to as the "Measures"). The relevant matters are hereby notified as follows:

I. Application Object

1. National maritime science popularization education bases, mainly refer to venues, facilities or places that are open to the public through institutions such as teaching, research, production and service. It embraces functions of maritime science and technology education, dissemination and popularization. Applicants could be entities that meet the scope and application conditions of Chapter 3 of the "Measures", including universities, exhibition halls, research institutes, enterprise and so on.

2. Applicants (or the relying unit) must be members of China Institute of Nagivation. Non-member units can apply for membership first and prepare the application materials for the maritime science popularization education base at the same time.

II. Recommendation Requirements

1. Member units of China Insitute of Navigation, provincial marine science societies across the country, and branches of the society can all serve as the recommending units for the national marine science popularization education bases. They are responsible for organizing units within their systems, professional fields, or regions that meet the criteria to actively apply for the marine science popularization education bases.

2. Each recommending unit should carefully plan and organize the applications from qualified bases within their systems, professional fields, and regions, so as to select the best candidates for recommendation.

III. Application Method

All applying entities shall log onto the official website of China Institute of Navigation (CIN) to submit the online application. Entities should download the corresponding forms, fill them out, affix the official seal, and then upload the electronic versions of the application materials.

Required application materials (form templates are available for download from the application system):

  1. Application Form for the Maritime Science Popularization Education Base of China Institute of Navigation
  2. Basic Information Form for Full-time/Part-time Staff of Science Popularization
  3. Application Report for the Maritime Science Popularization Education Base
  4. Exterior photos of the base (JPG format, file size over 1MB)
  5. Management System for Science Popularization Work and other supporting materials.

IV. Acceptance and Accreditation

  1. In accordance with the Measures, the Science Popularization Working Committee of CIN will take the lead to organize experts to conduct document review and on-site random inspections of all applying bases, and then determine the proposed list of accredited National Maritime Science Popularization Education Bases.
  2. After deliberation by the Council Chairman's Office Meeting of the Institute and the expiration of the public notice period to the public, we will officially accredit and entitle the qualified bases as National Maritime Science Popularization Education Bases, and issue the corresponding certificates and plaques.
  3. The accreditation and naming of the National Maritime Science Popularization Education Base shall be valid for 5 years.

V. Other Provisions

  1. Intending applicants shall take the initiative to contact the respective recommending entities to understand relevant requirements, improve science popularization work in accordance with the Measures, formulate science popularization work plans and relevant management systems, and actively organize and design various science popularization activities to expand the functions of science popularization.
  2. CIN will conduct interim assessment and evaluation of the bases at an appropriate time during the validity period of their accreditation. Bases assessed as unqualified shall be ordered to make rectifications. A review will be conducted for National Maritime Science Popularization Education Bases as 5-year accreditation period has expired; qualified bases upon review may be re-accredited as the National Maritime Science Popularization Education Bases of the Institute upon the approval of the Council Chairman's Office Meeting.

VI. Deadline

The application deadline for this batch of Maritime Science Popularization Education Bases remains 8th May. All applicants are requested to log on to the official website of CIN in a timely manner to complete the online application.

It is planned to issue the plaques and certificates to the accredited bases at the Launching Ceremony of the 2026 National Maritime Science Popularization Season during this year's China Navigation Day.
