Notice of the China Institute of Navigation on Organizing the 2025 National Science Popularization Month Activities

To the Navigation Science Popularization Working Committee of the China Institute of Navigation, Maritime Science Popularization Education Bases, Professional Committees, Member Units, and Local Navigation Societies:  

To thoroughly implement the important directives of President Xi Jinping on scientific and technological innovation, science popularization, and scientific literacy development, carry out the spirit of the National Science and Technology Conference and the Law of the People's Republic of China on Science and Technology Popularization (hereinafter referred to as the Science Popularization Law), advance the implementation of the National Scientific Literacy Action Plan, vigorously promote the spirit of science and the spirit of scientists, facilitate the close coordination between science popularization and scientific innovation, and contribute to the building of a scientifically and technologically strong nation, in accordance with the Notice of the Implementation Office of the National Scientific Literacy Action Plan on Widely Conducting the First National Science Popularization Month Activities (GYB [2025] No. 2) (Attachment 1) issued by the Implementation Office of the National Scientific Literacy Action Plan and the Notice of the Department of Science Popularization of the China Association for Science and Technology on Key Activity Arrangements for the 2025 National Science Popularization Month* (KPJH [2025] No. 4) (Attachment 2) issued by the Department of Science Popularization of the China Association for Science and Technology, all Navigation Science Popularization Education Bases, Professional Committees, relevant member units, and local navigation societies are hereby required to fully leverage their advantages and resources in the field of navigation and actively carry out the 2025 National Science Popularization Month activities. The specific arrangements are as follows:

      I. Activity Theme  

      Enhancing Public Scientific Literacy to Strengthen the Foundation of a Sci-Tech Powerhouse  

      II. Activity Duration  

      Throughout September 2025  

      III. Key Activity Suggestions  

During the National Science Popularization Month, all parties are encouraged to mobilize resources, leverage the platforms and strengths of their respective bases and institutions, and organize multi-level, multi-dimensional, and multi-format science popularization activities centered on maritime culture, technological innovation, and promoting the spirit of navigation in the new era. These activities should extend to government agencies, universities, enterprises, communities, and other sectors, with a focus on the following aspects:  

      (1) "Frontier Science Talks" Lecture Series  

Deliver cutting-edge science popularization lectures targeting young scientific talents, university students, entrepreneurs, civil servants, and other groups.  

      (2) "10M+ IPs for Science" Exhibition Campaign  

Focusing on self-reliance and self-strengthening in high-level science and technology, organize the creation, collection, and exhibition of outstanding online science works, original popular science books, and micro-videos. Use the hashtag #10MIPsForScience# when releasing related content and activities.  

      (3) "Maritime Culture Outreach" Initiative  

Promote maritime culture and science education in schools, government agencies, enterprises, rural areas, communities, and military units through both online and offline channels, providing diverse and engaging science popularization services for the public.  

      (4) "Joint Action by Maritime Science Popularization Education Bases"  

       1. "100 Bases Showcase Innovation" – Each maritime science education base should utilize its unique resources to organize frontier science exhibitions, lectures, thematic research activities, lab tours, and other events covering advanced technology, fundamental scientific achievements, and everyday science.  

       2. "Science CityWalk Route Collection & Release" – Bases are encouraged to design image-based thematic CityWalk routes centered on maritime science, incorporating at least two other nearby science or cultural venues. Upload the routes to the National Science Popularization Month platform, and outstanding entries will be promoted by the China Association for Science and Technology.  

3. "Discovering Scientific Treasures" Short Video Creation – Bases should produce short videos to showcase the charm of science and expand their social influence. Topics include:  

   - Base Exploration: Guide the public through virtual tours highlighting the base”s features.  

   - Iconic Exhibits: Explain the scientific principles, significance, and stories behind key exhibits, showcasing China’s sci-tech achievements and the spirit of scientists.  

   - Signature Activities: Capture highlights of unique science events to boost public interest.  

   Requirements: Videos should be theme-driven, substantive, and visually engaging (min. 1080p resolution, MP4 format, ≤3 minutes).  

IV. Requirements  

(一)组织要求 

      (1) Organizational Guidelines  

       1. Adhere to the principle of "the organizer takes responsibility," ensuring content compliance, confidentiality, and alignment with the Central Eight-Point Directive. Avoid formalism, prioritize efficiency, and ensure safe, orderly execution.  

       2. Each maritime science education base and professional committee must host at least one activity during the month and submit details via the official platform. This will be included in annual performance evaluations.

       3. Members of the Navigation Science Popularization Working Committee should actively fulfill their roles by taking part in the planning and implementation of initiatives, in order to jointly promote the in-depth development of maritime science outreach. All ambassadors in maritime science outreach should actively participate in related activities. They should leverage their influence and expertise to disseminate maritime scientific knowledge to the public and inspire interest in and enthusiasm for the maritime industry.

       4. All organizing units should announce their activities via their own media platforms, including official websites, official accounts, Weibo, and so on. Additionally, they should forward the lines of the relevant news links, videos, and other materials to the association, which will compile and arrange centralized promotion.

(II) Activity Requirements

       1. All relevant units should give high attention to this event, strengthen the organizational leadership, and enhance collaborative coordination.

       2. Emphasis should be placed on leveraging the roles of scientific professionals and Maritime Science Popularization Ambassadors to provide service support for science outreach efforts.

       3. Efforts should be made to coordinate all promotional approaches, combining online and offline methods while integrating traditional and new media platforms, to conduct comprehensive multi-angle promotional campaigns.

       4. Measures should be taken to closely align with the theme of the Science Outreach Month activities, focus on public needs and expectations, and ensure the initiatives serve the community and deliver tangible results.

V. Submission Guidelines

      (I) Starting from August 10, organizing units may access promotional resources and publish key activity information via the National Science Popularization Month Platform (www.kepuyue.com) or the Science Popularization China Website (www.kepuchina.cn), through which the public can have an understanding of and participate in these activities. (Note: When submitting online, select "National Society - China Institute of Navigation" as the affiliated unit.)

      (II) The CIN will complete the recommendation for key activities and submit them to the China Association for Science and Technology (CAST) by August 20 for coordinated publicity.

      (III) All units are required to submit an activity summary by September 26, including offering a detailed review of event execution and achievements, elaborating on highlighted features of the activities, and providing the relevant supporting data.
