On September 2nd, the Gansu Province High-quality Transportation Development Conference was held in Lanzhou. Hu Changsheng, Gansu provincial party committee secretary and Chairman of the Standing Committee of the Provincial People's Congress, attended the meeting and stressed the need to thoroughly study and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, fully carry out the General Secretary Xi Jinping’s important discourses on building a strong transportation country and his important instructions and remarks on Gansu. Efforts should be increased to build a comprehensive and multi-dimensional transportation network to provide solid support for the modernization construction of the whole province. Ren Zhenhe, Gansu Provincial Party Committee Deputy Secretary and Governor presided over the meeting.
In his speech, Hu Changsheng summarized the achievements in the province's transportation development, objectively analyzed existing gaps and shortcomings, and deployed key tasks for the current and future periods. He emphasized the need to align transportation development with modernization needs, national policy orientations, industrial development promotion, expanded opening-up, and technological trends. The goal is to build a sustainable transportation system that is safe, convenient, efficient, green, economical, inclusive, and resilient. Efforts should be made to enhance the functions of transportation hubs, accelerate the construction of multi-path composite main corridors and main channels, vigorously advance the construction of the "Three New Highway Channels," build an integrated, multi-level transportation hub system, and strive to create a new highland for the western corridor hub. Additionally, the transportation infrastructure network should be improved by implementing network connectivity projects, smoothing the railway network, expanding the highway network, and extending the aviation network, leading to significant upgrades and improvements in transportation efficiency. A modern logistics system should be built by accelerating the construction of modern logistics parks, advancing logistics models, and improving urban-rural logistics system, promoting seamless connections between various transportation modes, and shaping a new pattern of modern logistics development.
Hu Changsheng requested to optimize travel service provision, promote efficient development of urban-rural travel services, transform and upgrade road passenger services, and make urban public transportation convenient and inclusive. He stressed the importance of offering thoughtful and heartfelt public transportation services to the people. He also highlighted the need to drive economic development in transportation by deepening the integration of logistics chains with industry and supply chains, significantly developing road-related economies, hub economies, and low-altitude economies, and fostering the growth of transportation economic industry clusters. Additionally, efforts should be made to create intelligent, green, and safe transportation systems, enhance the modernization of transportation governance. Ensure high-quality transportation plan preparation for the 15th Five-Year Plan, establish a market-oriented investment and financing system for transportation infrastructure and seek projects, investment, and development from the market will be crucial for promoting the transformation and high-quality development of transportation throughout the province.
Ren Zhenhe stated that transportation determines location, markets dictate choices, integration affects quality and efficiency, and work style determines results. It is necessary to further transform development approaches, update development concepts, and actively seize major historical opportunities. He urged focusing on the overall situation to drive high-quality development in transportation, overcoming difficulties to ensure efficient project implementation, enhancing industry development through high-level integration, and effectively implementing tasks with high standards. Ren highlighted the importance of accelerating the development of comprehensive transportation networks, building major hubs, and facilitating large-scale logistics. This will underline the significant role of Gansu in advancing high-quality economic and social development, contributing to the new development pattern for the whole province, and providing robust transportation support for writing the chapter of Chinese path to modernization in Gansu.
Gansu Province leaders Cheng Xiaobo, Zhang Xiaoqiang, Zhang Wei, and Wang Jun attended. Officials from Lanzhou City, Jiuquan City, and the Gansu Provincial Development and Reform Commission, Provincial Department of Transportation, and Provincial Civil Aviation Airport Group delivered speeches.
