The State Council issued an action plan for energy conservation and carbon reduction during 2024-25 (referred to as the Action Plan),according to a circular released on May 29. The action plan calls for better control over the amount and intensity of energy consumption, particularly of fossil fuels , strengthening the management of carbon emission intensity and implementing energy conservation and carbon reduction action in transportation and nine other industries. By the end of 2025, carbon dioxide emission intensity in the transportation sector is expected to be reduced by 5% compared to 2020.
The Action Program proposes to promote the low-carbon transition of transportation equipment, accelerate the elimination of old motor vehicles, and improve the access standard of energy consumption limit value of operating vehicles. It will gradually remove the restrictions on the purchase of new energy vehicles around the world, and implement supportive policies to facilitate the passage of new energy vehicles. Additionally, it aims to promote the electrification in the public transportation, orderly popularize new energy medium- and heavy-duty trucks, and develop zero-emission freight fleet; push forward the scrapping and renewal of old transportation vessels, and support the pilot projects of electrification transformation of coastal inland waterway vessels.
According to the Action Plan, the transportation industry will advance the construction of port collection and distribution railroads, logistics parks and lines for large-scale industrial and mining enterprises. It will promote the “road-to-rail” and “road-to-water” transport of bulk goods and containers over medium and long distances, accelerate the development of multimodal transportation, and promote clean transportation in key industries. The strategy prioritizes the development of urban public transportation, accelerating the green, low-carbon, intensive and efficient development of urban freight distribution. By the end of 2025, railroads and waterways freight volume are expected to increase by 10% and 12% respectively compared with 2020, with comprehensive energy consumption per unit of railroads turnover reducing by 4.5%.
