Recently, it was announced at a routine press conference by the Shandong Provincial Government Information Office that the Shandong Provincial Party Committee and Provincial Government have formulated the List of Policies for Promoting Economic Stabilization and Improvement, and Accelerating Green, Low-carbon and High-quality Development in 2024 (Second Batch). This list includes 22 policy measures to promote large-scale equipment upgrading and trading in old for new consumer goods, as well as 10 measures to effectively reduce the overall logistics costs across society. Over the next two years, the Shandong Provincial Department of Transportation will allocate 45 million yuan to complete the renovation and upgrading of the shore power facilities for over 960 Shandong-registered inland river transport vessels.
Zhao Fangde, Chief Engineer and Deputy Inspector of the Shandong Provincial Department of Transportation, introduced that this policy list outlines subsidy support policies in three areas: the replacement of old and new energy city public electric buses and power battery upgrades, the replacement of old transport vessels, and the renovation of shore power facilities for inland river transport vessels, aiming to accelerate the large-scale equipment upgrading in the transportation sector.
Shandong is stepping up the research and development of specific implementation plans for the upgrading of old and new energy urban buses and power batteries. According to the needs of upgrading and financial conditions, as well as different vehicle types and battery specifications, the subsidy conditions and standards will be clarified, and a one-time quota subsidy will be given to urban bus companies.
In terms of the renewal of old transport ships, Shandong will provide one-time quota subsidies to eligible shipping companies, focus on encouraging the early scrapping and dismantling of old transport ships with high energy consumption and high emissions, support the construction of new energy and clean energy ships, optimize the structure of ship capacity, and promote intelligent and green development. Currently, Shandong is stepping up the formulation of the implementation plan for the elimination of old transport ships, further clarifying the scope, conditions, and standards of subsidies, and promoting them year by year in a planned way.
To reduce the overall logistics costs in society, Shandong will explore and promote the “single-container operation” service mode in container transportation, which involves “no container exchange and opening, with the container staying intact throughout the process”. The initiative encourages the transportation of railway containers meeting international and national standards through water transport, aiming to establish an inland water-rail transportation system based on 35-ton wide-body containers. This project has been included in the pilot tasks for building a strong transportation country. It is estimated that after implementation, it will enhance the efficiency of container transportation logistics by over 15%, reduce cargo damage and loss by over 3%, and achieve a systematic reduction of more than 10% in comprehensive logistics costs.
Shandong will further implement the construction of world-class port clusters and a three-year action plan for the high-quality development of inland waterway transportation. It will continue the policies on the transport of ships on the Xiaoqinghe River and container transportation on the Beijing-Hangzhou Grand Canal, promoting the transformation of bulk cargo transportation to containerized transport and transferring transport from roads to waterways. Additionally, it will improve the layout of port inland networks, establish a green and efficient maritime logistics channel connecting the areas around the Yellow Sea and the Bohai Sea, and expects an over 10% increase year on year in the volume of containers for combined sea and rail transport and inland waterway containers.
