Recently, "Building a New Pattern of Openness between Mongolia and Hebei through Land-Sea Ports" promotion event was held in Hohhot, hosted by the Hebei Provincial Government and the Inner Mongolia Autonomous Region Government and co-organized by Hebei Port Group, China Railway Hohhot Group, and Inner Mongolia Guomao Group. During the event, 20 existing and 5 newly established inland ports in Inner Mongolia were licensed by Hebei Port Group, extending the port functions to the hinterland of Inner Mongolia. This initiative aims to prioritize Inner Mongolia's industrial park demands at the port, collectively creating a new pattern of "large ports, major ports, large industrial parks, extensive logistics, and significant openness."
At the event, Hebei Port Group published the Six Measures for Supporting the High-Quality Economic Development of Inner Mongolia Autonomous Region, emphasizing the enhancement of open transportation corridors, active participation in the China-Mongolia-Russia Economic Corridor, collaboration in port logistics facility construction and operation, improvement of goods clearance, logistics distribution, and production processing functions. The initiative involves exploring the development of the northern corridor connecting Manzhouli and Erenhot as nodes, supported by railways, to jointly construct the inland connection to Qinhuangdao Port and Tangshan Port, and the external connection to Europe via Russia and Mongolia.
Hebei Port Group will strengthen the supply capacity of Inner Mongolia as a crucial national energy and strategic resource base. Specifically, for the ten-thousand-ton freight trains entering the port through the Tangbao Railway at Caofeidian West Station, the group is committed to efficiency, safety, precise scheduling, and optimized operational plans to ensure an average unloading time of no more than 2.5 hours. Additionally, efforts will focus on enhancing port resource sharing, inland port cooperation, utilizing advantages of sea-rail intermodal transportation routes and shipping networks, and promoting the transformation of bulk commodities and container sea-rail intermodal transportation.
To address the practical need to reduce costs, improve quality, and enhance efficiency in Inner Mongolia's logistics and transportation sector, Hebei will leverage the rich coastal resources, extensive yard areas, and leading efficiency in loading and unloading of the "Three Ports and Four Zones". By collaborating with the port departments of the two provinces, they will further enhance information sharing and business cooperation to comprehensively improve vessel operation efficiency and cargo turnover speed. They will implement one-stop processing to achieve "local acceptance, one-time payment, and one-stop processing" for port operations.
Cao Ziyu, Secretary of the Party Committee and Chairman of Hebei Port Group, highlighted the close collaboration between the group, China Railway Hohhot Group, and Inner Mongolia Guomao Group. They have leveraged the integrated operation advantages of ports and inland ports, established a multimodal transportation logistics system combining sea, rail, and road transport, achieved container round-trip transport, and worked together to upgrade the Tangbao Railway from a dedicated coal line to a bidirectional comprehensive logistics corridor. This aims to establish an efficient, convenient, green, and cost-effective multimodal transportation logistics system from Inner Mongolia to Hebei ports.
