Liaoning Province Accelerates the Construction of “Three Ports and Two Pipelines” Logistics System

     The 300,000-ton crude oil wharf project at Pier 2 in Xianren Dao, the sub port of Yingkou, which has been halted for five years, has received approval for an investment plan from the China Merchants Group. The project will be initiated as soon as possible, the Transportation Department of Liaoning Province shared recently.

     Since the beginning of this year, the Transportation Department of Liaoning Province has continuously promoted the preliminary work and preparations for resumption of construction for port construction projects at Yingkou Port, Jinzhou Port, and Panjin Port. It also has striven to ensure the stable supply of 21 million tons of crude oil annually to both the new and old refineries of North Huajin Chemical Industries Group Corporation and promoted the construction of the “Three Ports and Two Pipelines” logistics system (Yingkou Port, Jinzhou Port, Panjin Port, the existing Yingkou Port-Panjin Pipeline and the planned Jinzhou Port-Da You Energy Base-Panjin Pipeline).

     The Transportation Department of Liaoning Province is actively promoting equity changes for the construction entity of the 300,000-ton crude oil wharf in Rongxing Port Area of Panjin Port. The department will continue to actively mobilize funds from various sectors to push forward the construction of the foundation grouting piles for the rear utility tunnel, and plan to complete the project within the year. The department will also speed up the preliminary work for the 300,000-ton crude oil wharf project at Pier 301B in the Bijiashan Port Area of Jinzhou Port, complete the project feasibility study report and safety pre-evaluation report, and is spurring the application for the use of shoreline and safety condition review, as well as technical reports such as project environmental protection assessments and marine area assessments.

     In the next step, the Transportation Department of Liaoning Province will closely monitor the progress of the 300,000-ton crude oil wharf at Pier 2 in Xianren Dao, the sub port of Yingkou and promote the resumption of construction as soon as possible; project scheduling and ensure the smooth implementation of projects like the 300,000-ton crude oil terminal in Panjin Port; provide comprehensive guidance and services for projects like the 300,000-ton crude oil berth in Pier 301B of the Bijiashan Port Area in Jinzhou Port throughout the entire process to expedite the preliminary work.
