Accelerating the Improvement of Five Networks and Promoting the Formation of Three Major Passages Developing the Comprehensive Transport Network of Jiangxi Province in a Coordinated Way

On March 28, the Information Office and the Department of Transportation of the Peoples Government of Jiangxi Province jointly held a press conference to introduce the development of its comprehensive transport network. In the coming period, Jiangxi province will focus on accelerating the construction of a strong transport province, improve “five networks”, including the rail transport network, highway network, inland water transport network, civil aviation airport network and postal general service network so as to strengthen the connection of different modes of transport network. By 2035, the total scale of its comprehensive transport network will reach more than 240,000 kilometers, basically reached the goal of building a modern comprehensive transport network that is well-arranged, convenient, economical, efficient, green, intelligent, safe and reliable.

Building six vertical and six horizontal external channels

By the end of 2022, Jiangxi Province’s comprehensive transport network has reached 222,000 kilometers of mileage, and it needs to optimize its development pattern in the future. Jiangxi province will accelerate the formation of major passages at the cross-regional, cross-provincial and international level. Regarding to cross-regional passages, it’s essential to construct the “six vertical and six horizontal” comprehensive external transport with Beijing, Hong Kong, Macao and Shanghai and Kunming “Grand Cross” as the main axis, forming the main corridor of Jiangxi province’s external transport links, the main skeleton of medium and long distance passenger and cargo transport, the main bond of integrating into the international and domestic economic circulation. As for the provincial passages, it’s of great importance to construct the traffic skeleton characterized with “six radiations and four connections”, so as to enhance the primacy of Nanchang, forming the backbone network with the main artery of provincial cities and towns connected with the transport of passengers and cargoes. In addition, it’s vital to form international transport passages, which is fully functional, comprehensive interconnected, and water-land-air coordinated.

According to the plan, Jiangxi province will build a multi-level integrated comprehensive transportation hub system, enhance the radiation level of “one core, three poles and multiple centers” comprehensive transportation hub system, strengthen the integrated function of passengers and cargoes of the railway hub, construct a fully functional civil aviation hub and an open and synergistic modern port group; promote the integrated development of comprehensive transportation, enhance the integration level of various modes of transportation, promote the diversified and integrated development of transportation infrastructure, stimulate the coordinated development of regional transportation, and the deep integration of transport and related industries.

Jointly building and sharing rural infrastructure

Rural postal express network is one of the main channels for agricultural products to go out of villages into cities and consumer goods to go into the villages, which plays a very important role in meeting the production and living needs of the rural residents, releasing the rural consumption potential, and promoting rural revitalization.

In recent years, Jiangxi province’s the postal express industry has continued to implement projects like “direct postal access to established villages”, “express directly to the countryside” and “express to villages”, creating a number of rural logistics brands with demonstration effects. These brands are of great significance for helping rural revitalization and facilitating the life of rural residents. By the end of 2022, Jiangxi province has built 59 county-level CO distribution centers and 15,000 village-level mail logistics comprehensive service stations through such forms as “delivery and mail cooperation”; the business volume of mail and delivery cooperation is 26.02 million pieces, and the business volume of collection is 510,000 pieces, ranking the forefront in China; 49 counties in the province are developing by integrating passengers, cargo and mail so as to save time and reduce the transport cost of mail and delivery.

In the future, Jiangxi province will encourage e-commerce enterprises, postal and express delivery enterprises and social capital to participate in the construction of rural mail logistics system, encourage and support postal and express delivery enterprises to increase investment in rural network infrastructure, carry out cooperation with the industry to jointly build and share rural infrastructure; integrate and make use of such existing political resources as agricultural and rural areas, trade circulation, supply and marketing, construct county-level CO distribution centers, and implement the unified warehousing, centralized sorting and joint distribution; deepen the integrated development of rural passengers, cargo and mail and promote the project of “delivery into villages” in the Soviet Area in Southern Jiangxi. By 2035, Jiangxi province will have built 11 postal express hubs.
