Go Green, Draw a Picture of Blue sky and Clear Water, Transport and Multi-path Cooperation to Help Carbon Peak Action

In October 2021, the State Council issued the Action Plan to get to Carbon Peak by 2030, proposing ten major actions including the implementation of green and low-carbon transportation. The development of green transportation serves as one of the important focus points in the implementation plan of carbon peak released by various regions. In order to accelerate the construction of green transportation infrastructure, optimize and adjust the transportation structure, promote the application of clean energy transportation equipment..., the transportation industry is taking comprehensive measures to help achieve the carbon peak target as scheduled.

Accelerate the decarbonization with transportation energy

The Guilin-Yangshuo section of Baotou-Maoming Expressway, which is re-paved with new technology, is like a brand new long line, connecting the beautiful scenery of the South along the way. Compared with the traditional plan, this pavement overhaul saves 110,000 tons of asphalt mixture and reduces 13,000 tons of carbon dioxide emissions.

In the land of Sanjin, Shanxi Communications Maintenance Group Co., Ltd. has constantly practiced the concept of green development, developed plant-mixed hot recycling technology suitable for local climatic conditions and pavement performance requirements, realized the reuse of waste asphalt mixture, and achieved sound results in the maintenance projects of sections such as Taijiu Expressway.

There have been many practices in the field of transportation construction to realize the intensive utilization of resources by using new technologies and new processes. The Implementation Plan for Carbon Peak in Guangxi Zhuang Autonomous Region proposes to vigorously develop circular economy, promote the resource utilization of waste pavement, asphalt, dredged soil and other materials, and strive to achieve the annual utilization of bulk solid waste of about 68 million tons by 2025; By 2030, the annual utilization will reach about 74 million tons.

The Implementation Plan of Shanxi Province’s Carbon Peak proposes to accelerate the green and ecological transformation of transportation infrastructure. The mileage of highways in Shanxi Province is more than 5,700 kilometers, 90% of which are asphalt concrete pavement, and the waste asphalt mixture produced by pavement maintenance is about 300,000 tons each year. Therefore, its application prospect is very broad.

Water transport has the advantages of large transport capacity, low unit transport cost, low energy consumption and low pollution. Provinces along the Yangtze River promote the green and low-carbon development of water transport according to local conditions. Sichuan continues to promote the installation and use of ship shore power facilities, and will complete the transformation of more than 80 ship power facilities by the end of this year. Strive to basically complete the transformation of power receiving facilities for container ships, ro-ro ships, dry bulk carriers with 2,000 deadweight tons and above and multipurpose ships by 2025, and complete the transformation of shore power facilities for key ports and terminals.

Jiangsu Province, located in the lower reaches of the Yangtze River, has been committed to the green development of port and shipping. The first 120 TEU pure electric inland container ship “Jiangyuan Baihe” independently developed has been put into operation. It is expected that by 2025, Jiangsu will invest more than 17 pure electric inland container ships, form 6 “near zero carbon” container routes, and comprehensively support and lead the construction of transportation modernization demonstration zone with low-carbon green development.

Green and low-carbon means of transportation

Urban public transport, taxi and freight distribution have become important fields of new energy vehicle application in China, with the use of millions of vehicles. The economic benefits superimpose the social benefits, making the promotion and use of new energy and clean energy transportation equipment has a broad prospect.

Beijing, Shanghai and other cities continue to accelerate the transformation and upgrading of transportation means. By 2025, the proportion of green travel in the central urban area of Beijing will reach 76.5%, the total number of new energy vehicles will reach 2 million, and the use of public vehicles such as buses and cruise taxis will basically be electrified; Shanghai’s buses and cruise taxis will basically be electrified, and the proportion of electrified net cars will exceed 50%.

Policy benefits continue to accelerate the application of low-carbon transport. Last year, Hebei supported the promotion of new energy taxi according to the standard of 16,000 yuan per vehicle per year. By the end of October 2022, 1,187 new energy buses had been added or updated in the province, accounting for 98%, and 3,180 new energy and clean energy cruise taxis had been added or updated, accounting for 83%. This year, the proportion of new and updated new and clean energy buses and taxis in Hebei will be no less than 85% and 80% respectively.

Hainan proposes to explore a new low-carbon and green development road with the characteristics of tropical islands. By 2030, the sale of fuel vehicles will be banned across the island. Hainan will gradually promote the clean energy of all kinds of vehicles in stages and areas. By 2025, the proportion of new and replaced vehicles in public service and social operation will reach 100%. By 2030, vehicles in the public service and social operation sectors of the province will be fully realized in clean energy except for special purposes, and the proportion of new and replaced new energy vehicles in the private car sector will reach 100%.

Land and sea linkage to optimize the transport structure

In 2018, the three-year action to adjust the transport structure was launched. After years of development, the “transit to rail” and “transit to water” of ports across the country have achieved remarkable results. The coal gathering ports of 17 major coastal ports around the Bohai Sea and the Yangtze River Delta have all been converted to rail and waterway transport The innovation of transport organization mode and the steady development of multi-modal transport have made a strong contribution to reducing the intensity of carbon emissions.

In the future, coastal provinces will continue to make efforts to optimize the transport structure. By 2025, the proportion of bulk cargo railway and water transport collection and distribution ports in major coastal ports in Jiangsu will exceed 95%, and the average annual growth rate of container multi-modal transport volume will reach 10%. Zhejiang will speed up the construction of the Open Channel of Ningbo, Zhoushan, and Yiwu, the East China Hub of the China-Europe Express, and the Jiaxing Haihe inter-modal hub. Fujian will build a river-sea inter-modal transport system based on the high-grade waterway of the main stream of the Minjiang River, and continuously increase the proportion of railways and waterways in comprehensive transport.

The inland provinces have also caught up with the times. In recent years, Henan has been committed to promoting the efficient transport organization mode, and the development of multi-modal transport such as the China-Europe Express (Zhongyu) has been accelerated. In the future, Henan will continue to implement the project of entering enterprises and parks for railway special lines, and build railway special lines for large industrial and mining enterprises, logistics parks and major ports. 15 new railway special lines will be added during the “14th Five-Year Plan” period.

There are 8 multi-modal transport projects in Hubei that have entered the national list, with the largest number in the country. In the next three years, Hubei will focus on the formation of a multi-modal transport system based on ports and supported by domestic and foreign trade routes, strengthen the connection between the China-Europe Express (Yangtze River) and the Hanya direct route, and expand the river-sea combined transport routes from Wuhan to Shanghai, Ningbo and other places; Create the “big through-bus” container shipping mode from the middle reaches of the Yangtze River to the Yangshan Port Area of Shanghai Port; Accelerate the construction of the railway and water inter-modal freight hub of Yangluo Port, and realize direct access to the river and sea in Wuhan.
