Hainan Ship-“Multiple Certificates Into One” Certificate Reform Has Escalated The Country For The First Time

On July 26th, Hainan Maritime Safety Administration (MSA) launched the ceremony for expanding the ship-“multiple certificates into one” certificate reform in Haikou. At the ceremony, Hainan MSA issued the first batch of new version of the ship-“multiple certificates into one” certificate-“Ship Safety and Pollution Prevention Certificate in Hainan Province” for ro-ro passenger ship-“Changle Princess” of Hainan Strait Shipping Co. Ltd., and “Guoxin 76” and other 5 ships of Hainan Hebao Shipping Co. Ltd., which meant that Hainan MSA first implemented the ship-“multiple certificates into one” certificate in China, so that the reform dividends could benefit more enterprises and ships.

It is reported that in April 2020, with the strong support of MSA of People’s Republic of China, Hainan MSA took the lead in Sanya to carry out the reform of ships-“multiple certificates into one” certificate for passenger ships and yacht ships, which merged seven ship certificates into one certificate. The reform significantly streamlined the process, materials and saved time, and achieved the convenience of the residents, and good economic and social benefits. Therefore, the reform was successfully selected as the eighth batch of system innovation cases of Hainan Free Trade Port. In order to further release the effect of ship-“multiple certificates into one” certificate for the convenience of the people, Hainan MSA decided to replicate and promote the reform in the whole province.

The province-wide promotion of the ship-“multiple certificates into one” certificate reform pilot work is an upgraded version of Sanya’s work. It not only inherits the innovative contents of “one ship, one code” and “electronic certificate” of the Sanya pilot program, but also presents three new highlights compared with the Sanya’s program. Firstly, the scope is wider and deeper. The pilot ship’s port of registration is expanded from the Sanya to various Hainan ports, and the applicable navigation waters are covered from the Sanya waters to the entire Hainan waters; the pilot ship type is expanded from the “passenger ships” and “yachts ships” to all ships; the merged type of certificate is increased from the “seven certificates” to “nine certificates”, which is the first time to realize the “nine certificates into one” of ship certificate in China. Secondly, the process and materials of certificate issuance are simpler and more efficient. The whole process is optimized and reconstructed, and the internal approval level is changed from three-level approval to one-level confirmation, and the number of application materials for new ship registration is reduced from 12 to at least 3. Thirdly, the role of information technology support is stronger. The process is running online, and data can be shared with MSA and ship inspection departments, and remote video verification, intelligent forms and other maritime e-services are officially launched, and the users of the system are greatly expanded, truly realizing “data share more, people save more”, and making it more convenient for ships to get certificates. According to preliminary statistics, the reform pilot after the promotion of the province, the beneficiary ships are expected to reach 2,000.

Hainan MSA said the promotion of ship-“multiple certificates in one” certificate reform is an important initiative to optimize the business environment, serve traffic power and the construction of Hainan free trade port, which will bring more tangible benefits for the shipping enterprises in the area, and accumulate more experience for Hainan MSA to deepen the reform of government services. Next, Hainan MSA will strictly implement the approval requirements of the MSA of PRC, to promote the smooth implementation of the ship-“nine certificates in one” certificate reform, with tangible results to provide high-quality services for the shipping enterprises and contribute more wisdom and strength for the construction of Hainan free trade port.
