The People’s Government of Shenzhen City Port Office issued a notice with the following closed-loop management measures for cross-border transportation between Shenzhen and Hong Kong since 0:00 on March 14 (Monday) to better ensure the supply of living and epidemic prevention materials to Hong Kong and conduct a good job in the pandemic prevention and control at the same time.
1. Implement the centralized connection. After entering Shenzhen, all Shenzhen-Hong Kong cross-border trucks must implement the centralized land cross-border transportation connection at Shenzhen Huanggang port connection point, Wenjindu port connection point, Liantang port connection point and Shenzhen Bay port connection point. The cross-border drivers shall hand over trucks with the mainland connection drivers at the above-mentioned port connection points.
2. Extend the customs clearance time of Wenjindu port. The cross-border trucks that guarantee the supply of fresh and live produce in Hong Kong will continue to operate at the Wenjindu port connection point in current mode. And the customs clearance time at Wenjindu port will be extended from 07:00 to 22:00 to 07:00 to 03:00 the next morning.
3. Conduct strict nucleic acid testing requirements. The cross-border drivers must enter the port with a 24-hour negative nucleic acid test result certificate, and the nucleic acid sampling must be carried out in the port area each time they enter the port.
4. Deliver the strict reservation management. Each port should implement the quota management for cross-border cargo transport. Before the entry of cross-border cargo transportation, it shall declare the operation information over the “Cross-border Security” platform. And the cross-border cargo drivers should strictly follow the declared round-trip time and port of entry and exit, obey the guidance of the on-site staff, and carry out the connection operation according to the declared connection point.
The ports, time, and quota of cross-border freight are subject to the declaration and reservation information opened by the “Cross-border Security” system (please refer to the “Cross-border Security” platform and the government website as well as the website of Transport Bureau of Shenzhen Municipality http://jtys.sz.gov.cn for more details).
5. Increase the intensity of punishment. The cross-border drivers who violate the relevant laws and regulations, the provisions of this notice, or other pandemic prevention and control measures will be suspended or removed from the exemption list. If the circumstances are serious, they will be investigated for legal responsibility according to the law.
The above measures will be adjusted in time according to the changes of the pandemic prevention and control situation.
