Shandong Digital Transportation “1 + 2 + 3 + N” Development Foundation

Recently, Shandong Transportation Department printed and published “the ‘14th Five-Year’ Development Plan on Digital Transportation in Shandong Province” (hereafter shorted as “the Plan”). During the “14th Five- Year” period, Shandong will develop a provincial comprehensive transportation big data-enabled center, and build smart highways and smart ports as two types of demonstration leading pilot projects, and upgrade 3 digital fields in infrastructure, transportation service and industry management, and complete N typical application scenarios in the industry. Together, they will consolidate the foundation of digital transportation “1+2+3+N” development.

By 2025, Shandong will basically realize the establishment of a digital transportation system featuring “digital perception of transport facilities, convenient and intelligent transport services, online collaboration of industry governance, active innovation in technology applications, and strong network security”. We will make substantial progress in construction of the new transportation infrastructure, rich and diversified application scenarios of new-generation information technology, and remarkable improvement in digitalization, network and intelligence. This will serve as strong support for the high-quality development of the province's transportation industry and the construction of a strong transportation province.

During the period of “14th Five- Year plan”, Shandong province will accelerate the digital upgrade and transformation of existing infrastructure, and promote the construction of smart infrastructure such as smart highways, smart ports, smart railways, smart airports, smart urban rail transit and infrastructure of transportation information, and basically realize digital delivery in new highways, high-speed railways, docks, etc. The province will also drive the construction of transportation infrastructure in total factors and total cycle covering total region.

Focusing on smart service for public travel, “the Plan” suggested that we need to build the province-wide “123” access network for passenger transportation as a target, increase the use of digital tickets as the starting point so as to guide market players to establish a cross-transportation and cross-region full digital transport service system, make a more smart and upgrading passenger transport hub, and promote “ One-stop ticketing, seamless connection, one ticket (card) passage” for passengers who take connecting trips.

The starting point of encouraging Shandong to promote digital upgrade of transportation governance lies in building typical application scenarios in a multi-dimensional and multi-pronged manner. ‘The Plan” clarified that we need to further promote the “One network, all can be handled ” of government service in transportation sector, improve “intra-provincial operations" and "cross-provincial operations” for high-frequency handling issues to realize the same issue, same standard and same code for government service; we will build a monitoring, command and dispatch platform which is integrated, smart and coordinated for comprehensive transportation operation to improve the level of comprehensive command and dispatch, risk prevention and early warning, incident response and handling, and scientific decision-making in service sector in all respects; we need to fully play the role of “Internet+”, big data and other techniques to achieve full coverage of regulatory matters, full record of the regulatory process, regulatory data collection and sharing, and make every effort to create a new efficient regulatory system featuring "discovery in one place, multi-party linkage and collaborative supervision ".
