On September 23, the Ministry of Transport and the Jilin Province signed the Cooperation Agreement on Accelerating the Construction of a Strong Transportation State and Promoting the High-Quality Development of Jilin Transportation (2021-2025). During the 14th Five-Year Plan period, the Ministry and the province will focus on six aspects to carry out joint construction and concerted cooperation, including optimizing the transportation infrastructure network, strengthening scientific and technological innovation, developing modern logistics, improving the quality of transportation services, creating safer transportation, deepening the reform of the transportation industry, strengthening policy support, enhancing organizational support, establishing cooperation and consultation mechanisms, improving top-level design and strengthening the support system so as to guarantee the implementation of the agreement.
The agreement is the first cooperation agreement between the Ministry of Transport and a local government since the 14th Five-year Plan. It is also the first cooperation agreement between the Ministry of Transport, Jilin Provincial Party Committee and Jilin Provincial government to fully implement the spirit of the 19th CPC National Congress and the second, third, fourth and fifth Plenary sessions of the 19th CPC Central Committee under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Specific measures have been taken to implement the spirit of General Secretary Xi Jinping's important discourse on transportation, important speeches and instructions during his visit to Jilin.
The Ministry of Transport and the Jilin Provincial government will launch a new round of forward-looking cooperation on the basis of the cooperation during the 13th Five-Year Plan period, providing a solid guarantee for giving play to the fundamental, strategic and service role of transport, realizing the "two guarantees and one lead" and promoting the all-round revitalization of Jilin.
According to the agreement, by 2025, Jilin’s pilot works of constructing a great transportation country, including safe travel, smart and intelligent and traffic-travel integration will obtain replicable experience, the province's comprehensive transportation system will be improved, high-efficiency infrastructure will cover all counties (cities), and cities (states) will be basically connected to high-speed railways, counties and cities will be connected to expressways, and large tourism passages along the border will begin to take shape. Counties above the second level will be connected by roads, and neighboring provinces will be interconnected. National highways will basically meet highways standards of second-level and above, and provincial highways that will meet highways standards of second-level and above will account for 70%. The rate of hardened roads in natural villages will further increase, and the ability of transportation to serve Jilin's all around revitalization and to take the lead in achieving breakthroughs will be further enhanced.
At present, the construction of major transportation projects in Jilin and the pilot work of the construction of a strong transportation country are actively promoted to ensure that the task will be completed by the end of 2025, when the public satisfaction with travel will be comprehensively improved.
